             7. Quantity of lymph issued.—The total number of doses issued this year is
2,211,795 as compared with 2,323,521 last year and 2,216,038 the year previous.
This year’s recipients are listed in Table II, which has been rearranged so as to
clearly show the total amount used by the Madras Public Health Department.
The increase last year was mainly due to the large amount of lymph taken up by
the Government of Bengal which was not repeated this year. This year, there-
fore, there is a considerable drop in the supply to “ other bodies”. The supplies
to other departments were normal.

             8. Amount of lymph unaccounted for.—Reference—Last year’s report, page 5,
paragraph 8.—Lymph issued to “ other bodies ” is not and in future will not be
included in the calculation of the percentage of lymph unaccounted for..

             The figures for wastage of lymph issued to official and. semi-official bodies are
6.6 per cent this year and 9.4 per cent last year. Thus there has been a further
reduction in the wastage by 2.8 per cent. Only the returns received up to the
31st May are analysed. The actual wastage, if late returns are also taken into
consideration, would therefore be less than 6.6 per cent. When it is remembered
that a “ wastage ” of 5 per cent of the total supply is officially allowed, it is clear
that the real wastage of lymph by the vaccinators has been reduced considerably.
It appears this is due, among other causes, to the stricter supervision exercised
by the District Health Officers over the work of the vaccinators.

             In the following districts the wastage exceeds 10 per cent. We suggest that
this figure be taken as the criterion of abnormal wastage. (For details see
Table III.)

         It is to be noted that Vizagapatam and Cuddapah districts though still
pilloried in this list have shown a marked improvement over last year’s figures.

         9. Type of vaccination.—The number and type of vaccinations carried out in
the Presidency are set out in the following table:—

         10. Primary vaccination.—The case success rate this year is 96.9 per cent as
against 96.4 per cent for the last two years. The insertion success rates are 89.2
per cent as against 87.6 per cent last year and 88.8 per cent the year previous.
The case success rate of 96.9 per cent is the highest on record for this Presidency.
The potency of lymph has therefore been well maintained.

         Table IV gives the monthly vaccination rates. As for last year, the worst
months were May and March with case success rates of 94.0 per cent and 94.9
per cent respectively. The success rates for other months were very satisfactory.

         Table V gives the District rates. Chittoor and Malabar have a success rate
over 99 per cent. Out of 25 districts, 18 districts show a success rate over 96
