REPORT ON THE

ARRATOON APCAR (GARDEN REACH) DISPENSARY.

Medical charge.

      THIS dispensary, ranked under class III, grade 2, was in the imme-
diate charge of Bengali Class Native Doctor Prankisto Mookerjee throughout
the year, of whom Dr. French, the Superintendent, remarks: "He is a well
qualified man, and his conduct has been at all times satisfactory." The Super-
intendent twice officially inspected the dispensary during the year.

Building.

      2. The house occupied by the dispensary is a pucca one, and well suited
to the purpose for which it is used. It was enlarged and thoroughly repaired
during the year by Mr. Seth T. Apcar.

Attendance.

      3. There is no accommodation for in-door patients.

      The number of out-door patients who availed themselves of the dispen-
sary during the year was 9,508, a rather larger number than in either of the
previous years 1876 and 1875 when there were 9,449 and 9,415 respectively.
The daily average attendance, on the other hand, is in inverse ratio to the
annual numbers. viz. in 1877, 96.; in 1876. 102.93: and in 1875, 109.87.

Diseases.

      4. The most prevalent diseases were fever (2,210); rheumatic affections
(730); respiratory affections (452); dysentery (261); diarrhœa (428); spleen
(368); skin diseases (1,298); and ulcer (558).

Operations.

      5. There were no major operation performed during the year; but
of minor operations there were 268, against 255 in the year preceding.

Finances.

      6. The financial position of the institution is good. It is granted from
Government Rs. 180 yearly for salaries, as also European medicines, which in
the year under consideration were estimated at Rs. 317-8-6. These sums,
plus a floating balance from the previous year of Rs. 694-14-3, and subscrip-
tions from Europeans amounting to Rs. 840, bring up the total income to
Rs. 2,032-6-9. The total expenditure in the year was Rs. 1,669-7-6, which,
however, includes the sum of Rs. 466-14-9 invested in 4 per cent. Government
paper (equivalent to a Rs. 500 note at par). The balance remaining in hand on
31st December was Rs. 362-15-3. The guaranteed income is Rs. 40 monthly.

      IN accordance with custom, I beg to submit extracts from Dr. A. J.
Payne's report on the Lock-hospitals of Calcutta, but as his report is submitted
to Government in a separate form, and is dealt with separately, it is not neces-
sary that I should further enter on this subject, though I gladly place on
record my opinion as to the zeal and ability with which Dr. Payne con-
ducts these hospitals, as well as the very favourable results which follow
from his administrations—

      "The total number of cases admitted fell short by 155 of that of 1876.
There were fewer primary inspections, 794 against 913. Small as the quan-
tities of the more serious affections were in 1876, they were still smaller in
1877; increase being found only in the case of simple ulcer. The former great
improvement cannot be largely attributed to the decrease in primary registra-
