Object of
report; and
results.

      33. One object of this report is to show sufficiently in detail the proportion of offices and
servants, &c., required for a collection of people of this nature; for no guide could be found and
much had to be guessed at. Statements received from the medical officers before their
departure recorded generally that the details arranged for were effective in their working; and
that the conservancy arrangements, in particular, prevented any offence, with a minimum of trouble.

Success in the
management.

      34. That the management of all was so successful and satisfactory is due to the earnest
daily personal attention given by the medical officers to their respective camps, many of whom
had hard work: and to the officers attached to the Quartermaster General's Department in charge
of camps. In several instances the latter had the arrangement of details until the arrival of the
medical officer of the camp. Afterwards they both worked more or less together. A copy
of the memoranda attached to this report, Nos. 71, 46, 47 and 48,—to which slight additions
have been made,—was given to each Officer, so that they could all work in the same direction.

Conclusion

      35. The good health maintained in all the camps may hopefully be attributed to the
labors of the medical officers, and to the ready co-operation of the officers attached to the
Quartermaster General's Department, who did all in their power to secure the conditions
favorable to the maintenance of health in this large concourse of people.
