field has been manured in this way, it should be left for three months and then
ploughed up crosswise, and it will be ready for cultivation.

   58. The provisions of the Municipal Act should be regularly put into
force. Section 55 is completely a dead letter. Filth is not removed from
houses: for example, in a paved court-yard in the house belonging to Mr. Narayan
Pandurang, one of the Municipal Commissioners, there was found a walled enclo-
sure about 20 feet square in which was stocked, for a depth of about 3 or 4 feet,
"cutchra" and filth of all kinds. The well from which the drinking water of the
family was drawn is about 10 feet distant from this enclosure, and the water was
only 5 feet below the surface of the ground. The following return shows the
number of summonses and convictions in municipal cases from the year 1871 to
1875 inclusive:—

   This return alone is enough to show that there has been very little vitality
in the municipal regime, and I hope that matters will improve under the energetic
management of the new Chairman, Mr. Richardson.

   59. In bringing this Report to a conclusion I desire to express my best
thanks to Mr. Grey for all the willing aid he so kindly afforded to me, and to the
other Municipal officers, especially to Mr. Richardson, for all the trouble taken to
supply me with information and to show me the town.
