POINTS REQUIRING THE ESPECIAL NOTICE OF GOVERNMENT.

    109. The points in these reports calling for the especial notice of Government
are:—

    I. The want of accommodation at Allahabad (para. 2).

    II. The necessity of bringing the villages near the Agra Cantonments effect-
ually under the Lock Hospital Rules (para. 8).

    III. The advantage of requiring a regular assembly of the Cantonment Sub-
Committee at Agra in place of assembling when anything special has to
be brought before it (para. 15). This was urged in the report for 1879
(para. 116).

    IV. The urgent necessity of bringing portions of Lucknow city which border
Cantonments under lock hospital management (paras. 24 and 26).

    V. The requirements of accommodation for the Hospital Assistant at Fyzabad
(para. 35).

    VI. The advantage of providing a fixed place of residence for the women at
Benares (para. 40). The necessity of settling definitely the propriety or
otherwise of subsidizing the women there (paras. 39 and 41). This has
been recommended before. It is a very grave measure of change, not
encouraged by the Commissioner (para. 42).

    VII. The obvious propriety of establishing a Cantonment bazaar at Moradabad
and locating the lock hospital there in Cantonments (paras. 44, 45).

    VIII. The very great advantage to the system likely to result from the establish-
of a rule that a soldiers who can truthfully point out the woman from
whom he contracted disease shall escape all punishment, while a soldier
who cannot do this shall be punished on account of his diseased state
(para. 54).

    IX. The urgent necessity of according sanction to the erection of a hospital
building at Roorkee (para. 59).

    X. The recorded disadvantage of closing a lock hospital by reason of the
temporary absence of troops (paras. 59, 61, 62).

    XI. The necessity of providing servants' quarters at Naini Tal, reported now
for several years past without result (para. 69).

    XII. The record of opinion by the Commissioner that the unfavourable results at
Fatehgarh were due to want of energy on the part of the Cantonment
Committee (para. 82).
