impression. The Officers of this Department are fully cognizant of the importance
of this matter and given a sufficient number, the Department will, I guarantee,
not be liable to the accusation of neglect in this direction.

1001.    But if this, as well as other matters connected with cattle are seriously
taken up, Government must recognize that expenses will have to be incurred. The
Government of India, will have to face the necessity of providing more Officers, and
the Local Governments and Administrations will have to contribute either directly
or through Local Bodies, to the cost of providing good bulls for issue to different
districts. This question will have to be very carefuly considered, for naturally
the Hissar Farm will never be able to supply all the bulls required for Northern
India, nor would the class of bull which will be produced at this Farm, be suitable
to all Provinces, or to all districts in those Provinces; it will therefore be for con-
sideration whether nurseries should not be formed in which bulls of various sizes,
but of approved breeds, could be reared, for as will be seen by an extract above
quoted being a report by the Director of Land Records and Agriculture, North-
Western Provinces and Oudh, mature bulls are not to be purchased.

1002.    When this question is generally taken up viz. that of allowing any
inferior bull to be let loose on the country as a religious act, it will undoubtedly
have to be considered. Villagers complain sadly that they have really to maintain
worthless bulls which actually prove injurious to their herds.

North West
Provinces and
Oudh.

1003. The Superintendent, Civil Veterinary Department, North-Western
Provinces and Oudh, states:—

Of the 24 districts reported last year as not having supplied returns re the supply of bulls for breeding purposes,
the following replies have been received:—

Hamirpur. No bulls are kept at present by the District Board and the Board at present has no funds at its
disposal for the purchase of one. The cattle are of indigenous breed.

Gonda. No bulls are kept by the District Board and the Board is not willing to purchase one. Cattle are of
indigenous breed.

Benares. No bulls are kept by the District Board and there are no funds under its control to buy or maintain
one or more.

Kheri. No bull is kept by the District Board, nor does the Board wish to have one.

Muzaffarnagar. The District Board express their willingness to purchase and maintain bulls.

Badaon. No bull are required at present as funds for the upkeep are not available.

Jaunpur. No bull is kept by the District Board, nor are they prepared to purchase any.

Lucknow. No bull is kept by the District Board nor are there any funds available to buy one.

Basti. No bull is kept by the District Board. There are no funds at their disposal to purchase and to meet the
charges of maintaining one or more bulls.

Banda. No bull is kept by the District Board, nor are they prepared to undertake the work for want of funds.
Bahraich. No bulls are kept by the District Board, and under the present state of the Board's finances it would
be impossible to bear the cost of its maintenance.

Unao. No bulls are kept by the District Board, and under the present agricultural condition, the Board do not
see their way to purchase any.

Agra. The Board have at present no funds for either the purchase or the maintenance of a bull.
So far as the Board are aware the supply of sacred bulls in the district is sufficient for breeding purposes and no
complaints have ever been made that more or better bulls are required.

Bijnour. No bull is kept by the District Board, nor are they prepared to purchase and maintain one.
Allahabad. No bulls are at present kept by the District Board, nor have the Board sufficient funds at their
disposal to pay for the cost and maintenance of one. Some of the large zemindars in the Karchana tehsil would like
to buy good bulls if they can be supplied to them by the Veterinary Department.

Bulandshahr. No bulls are kept by the District Board, nor are they prepared to buy any. The local Brahmini
bulls are quite sufficient and suitable for the indigenous cows, as no other breed will prosper here for want of sufficient
grazing ground.

Fyzabad. Two bulls have been already supplied to this district and are maintained by the District Board, and
there are no funds at present to purchase more.

Etah. The District Board keep no bulls at present, nor do they wish to buy any with the funds at their disposal,
which do not seem to be sufficient to bear the cost of maintenance.

Fatehpur. There are no bulls in this district and the District Board is unable to keep any owing to want of
funds.

Rae Bareilly. No bull is kept by the District Board nor have any funds been allotted to bear the cost of
maintenance.

Garhwal. The District Committee have no funds at their disposal for the current year and are therefore unable
to buy any bulls at present. The question will be considered next year.

Saharanpur. No funds are available this year for the purchase or maintenance of any bull by the District
Board. Three bulls were supplied to the district by the Agricultural Department some years ago. The experiment was
not a successful one. The zemindars here prefer to follow the time honored custom of breeding their cattle by means
of the sacred bulls known as ' Bidar ' which roam about with their herds. The following information has been received
regarding the working of Government, and Court of Wards Estates' bulls supplied through the Agricultural
Department.

Meerut. The bull in the Demonstration Farm is of the Hariana breed, and is 9 years old. The probable number
of cows served during the year is 32. The probable number of stock obtained is 9. The bull is not a good coverer,
should be withdrawn and another bull of the same breed supplied in its place. The breed is liked by all breeders. The
stock got by the present bull is fair and numbers of cows are sent for covering.

Hardoi. The bull is of the Kheri breed, 5 years of age and located in the town of Hardoi. It is not very
popular in the district.

Shahjchanpur. There are two bulls, one of the Hissar breed, 6 years old, located in the Municipal Godown.
This bull has not yet served a cow although he is in the full bloom of youth. There must be some natural defect in
him. He will be sold after a few months if he continues useless. The other bull is of the Parehar breed, is located
in the village of Chandpur under Court of Wards. This bull is fairly popular and the stock got by him is generally
