161. The Assistant Superintendent, Horse-Breeding Department, North-Western Provinces
and Rajputana, reports: "I am in great hopes that this fair will do much to encourage horse-
breeding in Umballa." The competition for prizes was keen, and would have been keener,
and the number of competitors much larger, if owners had thoroughly understood the rules
under which the different classes are judged. This ignorance will in a year or two no doubt
be removed.

This officer also remarks: "The show of branded mares and fillies was good, and in-
finitely better than I ever expected to see in Umballa." * * * * "As there are several
very nice Arab horse and pony stallions in the district kept by the District and Court of
Ward's Estates, the mares and fillies rejected by me as not of sufficient size, or not quite up to
the form for mating with Government stallions, will obtain the services of good horses,
instead of being relegated as in other districts to the unsound, weedy, worthless brutes kept
by fakirs, chamars, and others as stallions."

163. One remount was purchased for Government, and none for the Native Cavalry.
Price Rs. 300. No mules were obtained for transport or artillery.

164. Rs. 250, the sum of the Imperial grant, was increased to Rs. 800 by a local donation
of Rs. 550, all of which was expended. Three bridles were given to successful competitors.

165. The Horse-Breeding Department owe a deep debt of gratitude to the Deputy Com-
missioner, Mr. Gladstone, for the zealous manner in which he encourages the horse and mule
breeding industries in Umballa.

166. This fair was not held owing to scarcity of grain and fodder in Rajputana.

Tezaji Mule
Fair.

167.   This mule fair was held from the 12th to the 14th September 1891.

168.   Only 13 animals attended against 43 in 1890. Twelve competed against ten the
previous year. The presence of cholera in Rajputana, with the prospect of a famine imminent,
doubtless accounted for these small numbers.

169.  The classes competing were remarked on as follows:—

Mules only four. Of these, one was very promising, one fair, one backward and badly done, and
one only a few months old.

170. None were purchased for Government, though the Assistant Superintendent, Horse-
Breeding Department, North-Western Provinces and Rajputana, reports telegraphing to the
Commissary-General, Meerut, for permission to buy one or both of the elder mules.
