11.   Confidential Reports.—(i) Instructions for the submission of confi-
dential reports on officers are contained in A. R., I., Vol. II.

(ii) Confidential reports on veterinary assistant surgeons, British soldiers,
and clerical personnel, will be submitted in accordance with Appx. II.

12.  Leave.—(i) The general rules governing the grant of leave and fur-
lough to officers and other ranks are contained in A. R., I, Vol. II.

(ii) Executive V. Os., including D. A. Ds. V. S. of districts and inde-
pendent brigades, may, provided the exigencies of the service permit, be
granted 6 months' leave on private affairs in or out of India during their tour
of Indian service.

(iii) A veterinary assistant surgeon may be granted by the district or
independent brigade commander 60 days privilege leave in each calendar
year and in addition thereto, after the completion of each period of 5 years
service, 12 months furlough, or 18 months, if invalided on account of active
or other special service or if granted leave on the recommendation of a medical
board. Leave may not be accumulated.

Veterinary assistant surgeons may be granted casual leave on full pay
for periods not exceeding 10 days in duration, by the D. A. D. V. S. of the
district or independent brigade.

Leave other than that admissible under the foregoing rules, will not count
as service towards pension or promotion.

(iv) Furlough may be granted to N. C. Os. and men of the I. A. V. C.
throughout the year. The O. C., Section I. A. V. C., may grant such periods
of leave on full pay and furlough as he may consider necessary but not more
than 15 per cent. of the strength of the unit shall be absent at any one time
on leave or furlough. Free passage is restricted to 30 per cent. of the
strength of the unit (vide A. R., I., Vol. II).

Enrolled followers may be granted leave under the provisions of A. R. I.,
Vol. II.

(v) Personnel of the I. A. V. C., including veterinary assistant surgeons
and followers who may be ordered to accompany a unit for a tour of duty
overseas, will be granted furlough prior to embarkation, and after their return
to India, in accordance with the rules contained in A. R., I., Vol. II.

(vi) Instructions regarding the submission of applications for furlough and
leave are contained in Appx. V, which specifies also the authorities competent
to sanction the grant of furlough and leave.

13.   Civilian clerks.—The rules regarding the dismissal, discharge, sus-
pension, reduction and removal of civilian clerks are contained in A. R. I.,
Vol. II.

14.  Formation in Peace of Field Veterinary Units.—The formation
in peace of veterinary units for employment in connection with the training
of troops, requires the sanction of A. II. Q., and is subject to the condition
that all expenses incurred in connection therewith be met under the financial
powers of the commander concerned.

When the formation of such units is sanctioned, the mobilization equip-
ment taken into use must be returned at the conclusion of the training to the
hospital by which it was supplied, and all deficiencies must be replaced without
delay.

15.  Reports and Returns.—A list of the special reports and returns
which are to be submitted by V. Os. and veterinary assistant surgeons is given
in Appx. II.

16.  Books and Forms.—The forms authorized for the exclusive use of
the veterinary service are specified in Appx. III. The forms authorized
