                              V.—VETERINARY INSTRUCTIONS.

Amritsar dispensary.

44. This is the largest dispensary in this Circle; during the
year under report there were 2,656 animals treated
against 2,371 last year. Out of 2,656 patients 2,345
were discharged cured, of these 1,522 were out-patients, 823 in-patients. There
are a very much larger number of in-patients treated at this dispensary than
at others, but I believe the reason for this is that while in hospital the patients
are fed gratis which is not the case at other dispensaries.

The cost was defrayed by the Amritsar Municipality and amounted to
Rs. 1,084-15-6 against Rs. 1,496 last year. I have had several opportunities of
seeing the work carried on at this institution during the past year, and there
is no doubt that a great deal is done towards treatment of horses and cattle,
more especially for animals, the owners of which belong to the poorer classes.
Sunder Singh in charge is an able salotri, although he requires to be kept up to
the mark at times. More patients were treated this year than last at a smaller
cost, which is proof of the institution making satisfactory headway.

Hoshiárpur dispensary.

45. Hoshiárpur dispensary is next in importance, here the total number
of patients was 2,309 against 1,880 the previous year,
of which only 125 were in-patients against 187 last
year; of 2,309 animals treated 1,609 cured, leaving 700 relieved incurable and
result unknown, &c. The increase in the number of patients treated is satisfac-
tory. The cost for the year was Rs., 848-6-3, last year's expenditure not
recorded.

Umballa dispensary.

46. The number of patients treated at this dispensary was 787 against
615 last year, of these 107 were in-patients and 680 out-
patients. Six hundred and twenty-four were discharged,
the rest relieved and died, &c. Over 5,800 animals were shown as treated in last
year's report. These figures must be incorrect.

This hospital does not make the headway that others do, its cost
amounts to Rs. 1,003-2-0, but this includes Rs. 505 pay of salotri, Rs. 204-7-3
travelling allowances, the remaining Rs. 293-10-9 were expended for medicines
and contingencies.

Jalálabad dispensary.

47. This dispensary in the Mamdot Estate in Ferozepore district is
progressing. Last year 401 animals were treated, during
the year under report 513, 340 of these were out-patients,
and 173 in-patients.

In last year's report 600 patients were shown as having been treated
and now the returns state that the number was 401. These returns are sent in
such a slack way that little or no reliance can be placed on them.

All animals were treated gratis, expenses were met by the Mamdot
Estate.

Rohtak dispensary.

48. No in-door patients were treated. The dispensary is a very small
one; 849 animals were treated against 1,857 in the previous
year. It is hard to account for the difference in these
figures, and enquiries will be instituted. The cost of establishment was
Rs. 307-12-6; Rs. 358-15-5 on account of pay and Rs. 105-10-0 for travelling
allowance not included in this.

District Board salotris.

49. During the past 12 months as much supervision as possible has been
exercised in the case of these men, and there are signs of
improvement in some districts, they not only seem to know
how to go about their work better, but at the same time evince more interest
in it. Many of them, however, have to be kept constantly up to the mark, or
they become indifferent. They now, all of them, send monthly returns through
the Deputy Commissioner to this office. These show the tahsíl they are posted
