                    Part I.—General Administration.

General administration.

1. Major Walker held the appointment of Chief Superintendent through-
out the year. Mr. Woodley was in charge of the North
Punjab and North-West Frontier Province circles from
1st April, 1909 to 5th May, 1909 and again from the 6th January, 1910 to the
21st March, 1910. During the intervening eight months he was on combined
leave and Mr. Carless held the officiating charge of the two circles. On
Mr. Woodley's return, Mr. Carless attended to the North Punjab circle under
Mr. Woodley's supervision, and this enabled Mr. Woodley to devote himself
mainly to the North-West Frontier Province. While on leave, Mr. Woodley
attended the post graduate course held at the Royal Veterinary College, London,
and obtained the certificate. Mr. Taylor was in charge of the South Punjab
circle throughout the year. Mr. Cattell was attached to this Department for
training from the 4th October, 1909.

Extent and duration of
tours of officers.

2. Major Walker was on tour for 118 days and travelled 4,094 miles by
rail and 843 miles by road. Mr. Woodley as Superintendent,
North Punjab and North-West Frontier Province, spent
49 days on tour, of which 44 were in the North-West Frontier Province, and
travelled 1,288 miles by rail and 1,006 miles by road. When officiating as
Superintendent, North Punjab and North-West Frontier Province and while
attached to the North Punjab circle after Mr. Woodley's return, Mr. Carless
spent 126 days on tour of which 35 days were in the North-West Frontier
Province, and travelled 3,207 miles by rail and 1,423 miles by road. During the
year, Mr. Taylor spent 160 days on tour and travelled 8,874 miles by rail and
1,060 miles by road. Mr. Cattell, while under training, spent 65 days on tour
and travelled 2,746 miles by rail and 440 miles by road. Major Walker spent
22 days with tents on tour, Mr. Carless, 25, Mr. Taylor, 24 and Mr. Cattell, 22.

3. Major Walker made an extensive tour with tents in the Gurdaspur
district, visited all the districts in his circle, and interviewed
the Deputy Commissioners. He attended outbreaks of
epidemic diseases in the Kangra, Lahore, Gurdaspur, Jullundur and Amritsar
districts and also checked inoculation work in these districts. In the course of
his tours he inspected 20 hospitals once or more than once, and judged at 4
cattle shows. He also visited the offices of the Superintendents, Civil Veterinary
Department, North and South Punjab, and inspected the tonga lines to Palampur
and Dunera. He was a member of the Board of Examiners at the Punjab
Veterinary College in April and June, 1909, and assisted in the examination of
the nalband class in January. He visited the Hissar Cattle Farm to select
donkey stallions.

Mr. Woodley as Superintendent, North Punjab circle, inspected the
glanders inspection post at Kohala and the Rawalpindi-Kashmir tonga line as far
as Kohala. He attended and acted as a member of the judging committee at the
Gujrat cattle show.
