50. During the year the Government of India decided that a charge
must be made for anti-rinderpest serum issued to districts. It was left to Local
Governments to decide who should defray the cost. The Punjab Government
decided that the owners of the inoculated animals should pay at the rate of
3 annas per head, but the Chief Superintendent, Civil Veterinary Department,
then pointed out the difficulty in realizing these charges by the Veterinary De-
partment as the procedure proposed would be open to very great abuse. The
previous orders have been suspended pending further enquiries.

51.    The famous Montgomery breed of cattle now undergoing sever
trials of extinction, has fortunately received consideration during the year
which in all probability is an outcome of Mr. Stow's report; the Kaliana
Stud Farm in Montgomery district should do much to preserve the breed.

The Chiefs' College, Lahore, are also endeavouring to keep a pure herd,
and the Chief Superintendent was able to purchase a very fine bull for that
body. The Salvation Army in Lahore have also risen to the occasion and are
selecting a nice herd of cows and have asked the Civil Veterinary Department
to assist them. The Chief Superintendent has visited both these herds and
offered advice on several occasions and has also procured a bull for the latter
herd.

52.    The work of the department continues to expand in every direction,
and its popularity is daily becoming more evident; the superintendents and
subordinates when on tour are welcomed by the agricultural classes, while only
some years back they were looked on with suspicion.

The Chief Superintendent is pleased with the progress of the year's work.
