at dispensaries continues to show a steady increase. The province has been
remarkably free from serious disease during the past year, and this has resulted
in a decrease in the number of cases treated on tour; that this is not due to
any falling off in the popularity of skilled veterinary treatment is shown by an
increase of 34 per cent, in the number of non-contagious cases so treated.
It is too early to lay down what the effect of the charging of fees for rinder-
pest inoculation will be, but a special report on the working of the system
will be called for at the end of the present year. It will possibly be found
necessary to make arrangements for free inoculations in the case of a wide-
spread outbreak of the disease.

5. While welcoming the return of Colonel Pease to his old sphere of
activities, His Honour would also wish to express his sense of obligation to
Major Smith and Major Walker for the high state of efficiency in which they
have left their respective charges. Major Walker's charge of the district
work was an exceptionally lengthy one, and His Honour fully agrees with the
remarks of the Director of Agriculture in this connection. At the same time
His Honour has every confidence that Colonel Farmer will maintain this high
standard of efficiency, and in his position as Chief Superintendent will ensure
that the excellent work that he has done at the Hissar Cattle Farm will be
efficiently carried on.
