The antigenic value of the product manufactured at Lucknow is
tested from time to time for its potency at the Imperial Veterinary
Research Institute, Muktesar.

47.    It is regretted that the scheme for cattle welfare units in rural
development centres could not be put into operation, and it is hoped the
department will be given an opportunity to prove its usefulness in
dealing with livestock problems in the rural development areas.

48.    The year was marked by the United Provinces Industrial and
Agricultural Exhibition in which the department organized a veterinary
section. I desire to thank the following officials and non-official
