2.     The results of the year show that steady, but definite,
progress has been made on the lines of policy laid down from time
to time. Government observe that the difficulty of expanding the
department and its work owing to the absence of qualified recruits
is still an acute problem and they will await the proposals of the
Director in this respect.

3.     Government are pleased to record their appreciation of
the good work done during the year under report by Mr. J. H.
G. Jerrom and his staff and they concur in the commendation
of the services of the officers which he has mentioned by name.
