SIR,

I have the honour to submit the Annual Report of the Glanders and
Farcy Department in Bombay for the year 1908-1909. During this year up
to the 8th May the charge of this Department was held by Major Joslen.
Mr. Dhakmarwala took it over temporarily from him on the 9th idem and was
relieved of it by me on the 1st July.

2.    During this year 128 horses were admitted into the Government
Lazaretto at Sewree as against 142 and 197 in 1907-08 and 1906-07, respect-
ively.

Out of the admissions there were two confirmed cases of Glanders, 71
confirmed cases of Surra, 40 suspicious cases, and 15 Contacts. Out of 40
suspicious cases 21 reacted to Mallein and were destroyed, two were found to be
suffering from Epizootic Lymphangitis, 2 died free from diseases scheduled
under the Act, and 15 were returned to their owners. Out of the 15 Contacts,
4 reacted to the Mallein test and were destroyed, one proved to be suffering
from Surra and was also destroyed, and 10 were returned to their owners as
they were found to be free from disease.

The total number of horses destroyed for Glanders during this year was 27
as against 29 and 41 in 1907-08 and 1906-07, respectively. Two horses suffer-
ing from Epizootic Lymphangitis were destroyed as against 1 and 2 in 1907-08
and 1906-07, respectively. Seventy-two horses suffering from Surra were
destroyed as against 73 and 144 in 1907-08 and 1906-07, respectively.

Of the 27 horses destroyed for Glanders, 17 belonged to Arab dealers, 2 to
Persian dealers, 4 to private individuals, 3 to owners of carriages plying for
hire, and 1 was ownerless. Of the 2 horses destroyed for Epizootic Lymphan-
gitis 1 belonged to a private individual and 1 to an Arab dealer. Of the 72
horses destroyed for Surra 48 belonged to owners of carriages plying for hire,
22 to private individuals and 2 to the Bombay Mounted Police.

Out of the total number of 128 horses admitted into the Lazaretto
58 belonged to owners of carriages plying for hire, 38 to private individuals, 27 to
Arab dealers, 2 to Persian dealers, 2 to the Bombay Mounted Police, and 1 was
ownerless.

The different classes of horses admitted into the Sewree Lazaretto this
year were as follows :—Arabs 94, Walers 16, Country-bred 13, and Persians 5.
Of these Glanders accounted for the destruction of 24 Arabs, 2 Persians and
1 Waler, Epizootic Lymphangitis for 2 Arabs, and Surra for 51 Arabs, 11
Country-bred, 7 Walers and 3 Persians.

Out of the admissions into the Sewree Lazaretto 92 horses were sent from
the Town of Bombay, 14 from the Harbour, and 22 from Bándra.

3.    During the year under report 4,597 horses, 34 donkeys, and 149 mules
were imported into Bombay (vide appendix 1) as against 5,767 horses
and 67 donkeys and 5,421 horses and 10 mules in 1907-03 and 1906-07,
respectively.
