88. When the Veterinary Assistant in charge is absent from the
Dispensary for any short period, he shall retain the keys of the poison
almirah and of the almirahs containing the main supply of medicines,
and shall leave with the Compounder only a supply of stock medicines
sufficient for the period of his absence. If there is a Second Veterinary
Assistant, he shall hand over the keys to him.

89. He is responsible that all circulars and notices ordered to be
hung up on the Dispensary walls are clean, legible and up-to-date.

90. He shall forward copies of remarks in the Visitors' Book through
the Secretary, Local Board, and the Deputy Commissioner to the District
Inspector, the Deputy Superintendent in charge of the Division and the Super-
intendent, Civil Veterinary Department, not later than the day following
that on which they were recorded.

91. No Veterinary Assistant, whether attached to a Dispensary
or on peripatetic duty, or other Dispensary subordinate shall have any
interest in a private Dispensary or druggist's shop, nor shall he engage
in any private trade or business.

92. Veterinary Assistants may be required to perform post mortem
examinations as detailed in Appendix C. It is no part of the duty of
Veterinary Assistants to destroy ownerless dogs, and it is undesirable that
they should be employed for this purpose.

93. A resident Veterinary Assistant in charge of a Dispensary is not
exempt from the duty of attending outbreaks of disease in the district, even
though a touring Veterinary Assistant may be attached to the dispensary.
He is responsible for attending all outbreaks which cannot be reached by the
touring Assistant within a reasonable time, provided that, before attending
an outbreak which is likely to cause his absence from head-quarters for more
than three days he shall first obtain permission to do so from the Deputy
Commissioner, or, in the Deputy Commissioner's absence, from the senior
Revenue Officer subordinate to the Deputy Commissioner and present at
head-quarters.

(ii) If the Veterinary Assistant's request for such permission is
supported by instructions from the Veterinary Inspector, permission should
ordinarily be granted at once.

(iii) These instructions do not apply to the resident Veterinary
Assistants in charge at Nagpur, Jubbulpore, Raipur, Amraoti and Saugor.
These officers are not expected to attend outbreaks in the district, except
in very serious cases. In such exceptional cases the Veterinary Inspector
may order the Veterinary Assistant to attend outbreaks, but if more than
three days' absence is anticipated, the Inspector should obtain the necessary
permission from the Superintendent of the Civil Veterinary Department in
the case of the Nagpur Dispensary, and from the Deputy Commissioner or
senior Revenue Officer at the Veterinary Assistants' head-quarters in
other cases.

94. Veterinary Assistants may engage in private practice, provided
that it is undertaken in their spare time and is not allowed to interfere with
their work or attendance at the Dispensary. Except to attend urgent
cases, the staff may not leave the Dispensary during working hours.
