151. The Superintendent, Civil Veterinary Department, Central
Provinces, is a Drawing Officer and signs (1) his salary and travelling
allowance bills, (2) the salary and travelling allowance bills of his office
establishment and (3) the abstract and detailed contingent bills of his office.

The travelling allowance bills of the Superintendent and the Deputy
Superintendents and the detailed contingent bills of his office, as well as
those of the Veterinary Inspectors are countersigned by the Director of
Agriculture.

152. The Superintendent is also the Drawing Officer as well as
Controlling Officer for the travelling allowance of Veterinary Inspectors
and salary and travelling allowance bills of Veterinary Assistants attached
to the central staff.                                              

The Deputy Commissioners are Drawing Officers in respect of pay
bills and Controlling Officers in respect of travelling allowance bills of
Veterinary Assistants attached to their respective districts.

153.  A Veterinary Inspector is a Drawing Officer and signs his salary
and abstract contingent bills. He also signs travelling allowance bills, but
they require countersignature by the Controlling Officer.

154.  The following procedure will be observed in drawing and distri-
buting the pay and travelling allowance of Veterinary Assistants:—

    (a) For all Veterinary Assistants not attached to districts who are
        working directly under the orders of the Superintendent, Civil
        Veterinary Department, a single pay bill should be prepared
        on establishment pay bill form and forwarded to the Comp-
        troller, Central Provinces, for pre-audit and payment: on re-
        ceipt of a cheque, the amount so drawn will be disbursed
        by the Superintendent to the Veterinary Assistants, and their
        receipts taken on the Acquittance Register. In case a
        Veterinary Assistant is on itinerant duty at the time that his
        pay is drawn, an extract from the pay bill in Form No. 263 of
        Schedule No. III (which should be altered to suit requirements)
        should be filled in and submitted with the bill, when an order
        for payment at the Treasury or Sub-Treasury of the place
        at which the Veterinary Assistant may be on duty will be
        issued by the Comptroller, Central Provinces.

    (b) Travelling allowance bills of Veterinary Assistants not attached
        to districts should be dealt with in the same manner as pay
        bills. A separate travelling allowance bill should be pre-
        pared for each Veterinary Assistant, and all the journeys
        performed by him during the month to which the claim
        refers should be included in that bill, so as to obviate the
        preparation of too many bills. These bills should merely
        be signed by the Drawing Officer in the spaces provided for
        his signature, before their submission to the Comptroller,
        Central Provinces, for pre-audit and payment.

    (c) The Veterinary Assistants attached to Dispensaries at district
        head-quarters and tahsils will prepare their own pay bills
        on establishment pay bill form, and send them to the Deputy
        Commissioner of the district for signature. That officer
