There were two vacancies in the establishment of Veterinary Assistants.

Four Inspectors were employed in charge of divisions and one in charge
of the Northcote Cattle Farm. Those Veterinary Assistants who were not in
charge of dispensaries were usefully employed as reserves and under training.

During the year the services of Veterinary Inspectors Marathe and Lopez
and Veterinary Assistant Phatak were lent to the Military Department as
Veterinary Supervisors in charge of horse transports to Basra, Marseilles and
Basra respectively. Since the year closed eight men have been deputed to
military employ for the period of the war.

The department is short-handed therefore in spite of the fact that only
one new dispensary was opened during the year. In order to deal effectually
with outbreaks of disease reserve men are required.

At the present time there are eleven vacancies on the establishment.

39.  Apart from isolated cases of turpitudinous conduct and slackness the
work of the subordinate staff has been satisfactory and in some cases very
strenuous. More interest and keenness was displayed generally in the import-
ant work of dealing with contagious disease.

Some very useful reports have been submitted in connection with the
cattle survey which was instituted as a departmental enquiry mainly for its
educational value to the men concerned. Special reports from the Inspectors
were called for by the Director of Agriculture and were prepared according
to his instructions.

The need for the further education of selected men is a matter which must
be taken up as soon as possible in order to engender progress, It was not
possible to hold the intended post-graduate course at the Bombay Veterinary
College during the year.

Special training in inoculation work is now given departmentally by
Inspectors.

40.  The good work of Veterinary Inspector P. V. Nagarseth, the Manager
of the Cattle Farm, was recognised by the grant of a personal allowance. The
appointment is a responsible one and Mr. Nagarseth is careful and reliable.

Veterinary Inspector P. D. Maniar's work in the Ahmedabad Division was
very creditable. He is an energetic and capable officer.

Veterinary Inspector Sane, Násik Division, worked energetically.

The work of the following Veterinary Assistants during the year is worthy
of recognition :—

G. G. Page (Gadag), V. R. Pitke (Alibág), H. B. Shirsathe (Ahmednagar),
J. G. Kulkarni (Hubli), P. B. Cardmaster (Jalgaon), M. A. Merchant (Surat),
M. K. Garudachar (Sirsi), M. B. Kulkarni (Byádgi), and R. R. Tavargiri
(Reserve).

41. The expenditure of the department is shown in Table XIV-A from
information furnished by the Accountant General.
The orders of Government in respect to economy
have resulted in a reduction under several heads.
