                            VI.—GENERAL REMARKS.

42. The widespread existence of contagious disease entailed a heavy
year's work on all concerned.

The administration is unduly centralised under the present organisation
and the need for devolution becomes more apparent as the department developes.

The scope for useful work imports considerable expansion in the future
and the lines on which recommendations will be made are being carefully
considered.

Special duties took up more of the time of the Superintendent than usual.
The office work was exceptionally heavy and the Personal Assistant, Mr. Buxy,
and the clerical staff performed their duties faithfully and loyally.
