The decrease in the number of deaths from rinderpest and anthrax, the two
most serious diseases, is striking, and is no doubt in part at least due to the work of
the Civil Veterinary Department.

7.  The number of breeding bulls kept during the year was 19. The present
system of maintenance is admittedly unsatisfactory; but the whole question of
improving the breeds of cattle in the Presidency is under consideration and the
Government hope to devise more satisfactory methods than those now employed.

8.   The following table shows the cost of the operations of the department in the
last five years :—

There has been a continual and decided increase in the amount spent: but the
total expenditure is small, the main reason being the difficulty experienced in the
past of obtaining officers for the department. There are grounds for hoping that
the career of usefulness offered by veterinary work has at last begun to appeal to
students: and the main difficulty at present is the lack of provision for post-graduate
training to qualify men for the post of Deputy Superintendent—more effective
supervision of the increasing number of assistants being a pressing need in the
department.

The construction of a new laboratory at the Veterinary College has been sanc-
tioned, and the Government hope that when it is constructed it will be possible to
institute a course of post-graduate instruction.

The results obtained from so small an expenditure are gratifying.
