I have the honour to forward herewith, for the information of Government, the
annual administration report of the Civil Veterinary Department, Madras, including
that of the Madras Veterinary College for the year ending 31st March 1919.

I.—ADMINISTRATIVE STAFF.

(a) Superintendent.

Mr. F. Ware held charge of the office of Superintendent throughout the year
except for the period 13th October to 20th November 1918, both days inclusive
when he was deputed to the Muktesar Laboratory in the United Provinces to study
the technique and efficiency of the Serum Simultaneous method of inoculation
against rinderpest. During this period, Mr. Aitchison, Principal of the Madras
Veterinary College, was in charge of the office of Superintendent, in addition to his
own duties, but he did not go out on tour.

2. Mr. Ware was on tour during the year for 174 days, 123 of which were
spent within and 51 outside the Presidency. He travelled 11,504 miles by rail and
779 by road. During the course of his tours in the Presidency he visited the
following districts:—Bellary, Kurnool, Anantapur, Chittoor, Cuddapah, Coimbatore
The Nilgiris, Tinnevelly (twice), Madura (twice), Trichinopoly, Tanjore, Salem,
Chingleput, North and South Arcot. He inspected the office of the Deputy
Superintendent, III Circle, four Veterinary Inspectors, 17 veterinary hospitals and
dispensaries, 20 touring Veterinary Assistants, the Government elephants and
bullocks belonging to the Forest department in Mudumalai range; and also selected
sites for veterinary hospitals at Adōni, Negapatam, Kumbakōnam and Cuddapah.
He acted as an examiner at the annual examinations of the Madras Veterinary
College in January 1919, and also at the two promotion examinations held during
the year for Veterinary Assistants of the third grade. In addition, he attended the
Lahore Veterinary Conference held on 24th, 25th and 26th March 1919
