as out-patients. In the previous year 9 equines, 23 bovines and 17 others were
treated for in-patients, and 304 equines, 508 bovines and 282 others were treated as
out-patients.

Nine bullocks were sent to the Hospital under the Cruelty to Animals Act for
treatment against nil in the previous year.

A sum of Rs. 720-4-0 was credited to the treasury as dispensary fees as against
Rs. 364-8-0 in the previous year. The increase is due to the private practice of the
former Assistant being disallowed owing to unsatisfactory work.

                          PART III.—BREEDING OPERATIONS.

      37.  Table VIII shows the number of stud bulls maintained by the Local Bodies
and Government during the year.

At the beginning of the year there were 15 bulls; the number at the close of
the year was 13. None of the bulls reported belong to the Jail Department.

                                       FAIRS AND SHOWS.

      38.  Table XIV shows the number of cattle fairs and shows held during the year
in the province. There is a slight increase in the number of bulls and buffaloes pre-
sent. The number of bullocks and young stock showed a slight decrease.

                       PART IV.—SUBORDINATE ESTABLISHMENT.

      39.  Table VII shows the strength of the subordinate staff of the Department
employed during the year. At the beginning of the year there were 3 Inspectors
and 47 Veterinary Assistants including one in military duty. Three Veterinary
graduates joined the Department. The services of one Assistant were dispensed
with and four Assistants resigned. Hence at the close of the year the total strength
was three Veterinary Inspectors and forty-five Veterinary Assistants.

      40.  A brief account of the work performed by the Veterinary Inspactors is given
below:—

      (1)   Babu Satya Charan Mukherjee, Veterinary Inspector, Dibrugarh, was on
tour for 6 days. He travelled by rail 120 miles, 15 miles by road and visited Tinsukia
and Dibrugarh Veterinary Assistants' work and visited 4 villages in connection with
the collection of the results of inoculation. He was on combined leave for one year
with effect from 1st May L920.

      (2)   Babu Guru Prasanna Sen, Veterinary Inspector, held charge of Dibrugarh
Circle from 1st May 1920. He was on privilege leave for April 1920. He was on
tour for 187 days and travelled 4,445 miles by rail, 1,158 miles by steamer, 1,618
miles by road and country boat and visited 131 villages during his work of in-
spection and enquiry into outbreaks of disease and results of inoculation. He
attended the camp of exercise of the Auxiliary Force held at Dibrugarh in February
1921. He examined microscopically 41 specimens for diagnosis of diseases.

He inspected the following dispensaries: — Dibrugarh 5 times, Sibsagar, Nazira,
Jorhat, Mariani, Golaghat, Badlipar and Behali four times each, North Lakhimpur,
Dhakuakhana, Mangaldai and Tinsukia thrice each, Tezpur twice and Kohima onc3
during the year.

A severe outbreak of Rinderpest occurred on the Dimapur-Kohima cart road, He
personally investigated the outbreak. In these outbreaks strict measures were taken
to stop the movement of cattle from the road into the interior and from village to
village with the result that the disease was confined to the road and a few adjacent
villages. He attended a Glanders outbreak at Nazira, when one horse was found
diseased and destroyed.

      (3) Babu Srish Chandra Ghosh held charge of the Silchar Circle during the
year. He was on tour for 153 days and travelled 2,607 miles by rail, 165 miles by
steamer and 2,467 miles by road and country boat. He visited the Karimganj Agri-
cultural Farm four times and the Military Transport Lines at Aijal once during
the year.

He inspected the work of the Assistants of his circle as follows :—
First Veterinary Assistant, Silchar, 6 times, Staff Veterinary Assistant, Silchar,
2nd Veterinary Assistant, Silchar, 2nd Veterinary Assistant, Sylhet, 5 times each; 1st
Veterinary Assistant, Hailakandi, 2nd Veterinary Assistant, Hailakandi, Veterinary
Assistants, Karimganj, Srimangal and Maulvi Bazar 4 times each ; Veterinary
