existence of disease it is not from ignorance but deliberate design and
be will continue to do this so long as we persist in treating him as a
congenital idiot. The simplest and least expensive way of dealing
with cattle disease is to insist on the observance of the cattle disease
rules and if the headman does not know the symptoms of contagious
disease it will not take him long to find them out.

2t. Subordinate Establishment.—Veterinary Inspector Maung
Pe (2), Yamèthin, was awarded a Certificate of Honour and a gold
watch and Head Clerk Maung Po Htin, a Certificate of Honour and a
silver watch in the New Year's Honour List.

Maung Po Htin, 1 regret to say, is now on leave, pending retirement
almost totally blind. He leaves behind him a record of nearly 31
years of loyal and excellent service.

Vetetinery Inspectors.—Those specially mentioned by District
Officers for good work are Maung Po Thet, Maung Tha Sin and
Maung Kin.

Veterinary Assistants.The work of the following Veterinary
Assistants has also been brought to notice :—

Maung La Bya Naw, Maung Po Myint, Maung Po Saung, Maung
U Kyaw Zan, Maung Tin (3), Maung Gyi (1), Maung Ne Win and
Maung Po Saw, the last named being singled out for all-round good
work.

Mr. J. C. Batlivala's duties were again carried out in his most
conscientious manner and I cannot speak too highly of the value of his
services.

22. District Officers have again given the Department their valu-
able assistance without which it would have been impossible con-
sidering the size of the country and the small Veterinary staff available
to have achieved what results we have.

Finally I must apologise for the lateness of this report which is
due to the length of time it took to verify some of the returns and
figures.
