responsible for mortality returns but only for the " report of outbreak "
returns in which the figures for disease refer only to the particular
outbreak. The headman's figures give the total mortality.

20.  Expansion of the Department.—During the year the department
again suffered from the shortage of staff mentioned in last year's report.
The primary necessity is to recruit two Superintendents for field work
to be placed in charge of the South-Eastern and South-Western Circles.
I consider that this is a necessity which should take precedence of
research. Important as research is it is still more urgent and important
to have a supervising staff to apply such measures as we already possess
for the suppression of disease. There are indications that the department
wants still further strengthening along the eastern frontier on which side
it is believed a good deal of our cattle disease comes in. This matter
is being looked into. It is hoped that the necessary superior staff may
be obtained with as little delay as possible. Attempts made during the
year to obtain two research officers have not so far been successful.

21.   Recommendations.—It is satisfactory to report that with very few
exceptions the work and conduct of Inspectors and Assistants continue
to be favourably reported on by the Deputy Commissioners. The following
are singled for mention on account of particularly good work done during

of Kyaikkhami, Kyaikto and Thatôn, South-Eastern Circle ; U Shwe
Doke, Veterinary Inspector, Sagaing, U Maung Maung, Veterinary
Inspector, Shwebo, U Kyi Pe, Veterinary Inspector, Mônywa, U Po
Lwin, Veterinary Assistant, Katha, Lazun Tanaw, Veterinary Assistant,
Sinlumkaba, U Po Chit, Veterinary Assistant, Mogaung, U Ba Kyu,
Veterinary Assistant, Kawlin, U Zin, Veterinary Assistant, Wetlet, U
Shwe Po Yin, Veterinary Assistant, Amarapura, U San Hla, Flying
Column Veterinary Assistant, Mandalay. The department is again
indebted to many district officials for the energetic action taken by them
in connection with outbreaks of cattle disease and for their supervision
of the assistant staff. I desire also to make acknowledgments to the
superior staff of the Veterinary Department proper, Messrs. Idle, Rippon,
and U Pe Than, for the loyal help and support given by them in the
work of the department during the year.
