            PREVENTION OF CRUELTY TO ANIMALS.

99.  During the year 1,329 cases were seized or sent up
under the Act in the three ranges with the result that 1,227
cases ended in convictions, compared with 1,014 and 918 cases,
respectively, in 1928-29.

100.  The inspector under the Prevention of Cruelty to
Animals Act employed under the Patna City municipality had
380 cases prosecuted out of which 324 ended in conviction and
56 cases were pending for trial when the year closed, against 400,
359 and 43, respectively, during the preceding year. The slight fall
in the numbers is due to abatement of the crimes. A sum of
Us. 2,885-12-0 was realised as fines from the cases instituted.
This includes Rs. 180-8-0 from the pending cases of the
previous year. 519 hackney carriages and ekka ponies were
examined by the inspector in connection with the granting of
licenses.

101.  The work of the inspector employed under the Bihar
and Orissa Society for the Prevention of Cruelty to Animals was
under close supervision of the Director throughout the year, who
also acted as Honorary Treasurer to the Society. The inspector
has his headquarters at Gaya from where he visits Bhagalpur,
Purulia, Monghyr, Ranchi and other places. During the year
he spent 140 days on tour and sent up 365 cases out of which
346 ended in conviction. A sum of Rs. 2,588 including
Rs. 1,588 of the previous year was realised as fines.

                                    CHAPTER X.

        ROYAL COMMISSION ON AGRICULTURE.

102.   Except the opening of a veterinary college at Patna
the scheme of which had originated in this Province long before
the Commission was contemplated, none of the other recom-
mendations could be carried out for want of funds. The crying
need of the department is an increase of the subordinate staff.
Unless this staff is sufficiently strengthened control of livestock
diseases will prove a most difficult problem for the department.
