of the previous year, 231 convictions were secured, and a sum of
Rs. 1,846 was realized as fines and credited to the municipality.

115. A proposal for the appointment of a third Cruelty
Inspector for the municipalities in the Orissa division with
Cuttack as headquarters is under the consideration of Government

116. The question of empowering the inspectors to prosecute
under the Act without police help is receiving the attention of
the Society.

117. During the year, I organized the 1st Bihar and Orissa
8. P. C. A. Horse and Cattle Show which was held on the Banki-
pur maidan in the presence of a distinguished gathering. There
were many entries in each class, and some fine type of animals
were exhibited. Khan Bahadur M. Hamid, Additional District
Magistrate in charge, Patna City Municipality, gave me every
assistance to make the show a success.

118. Altogether 1,438 cases of cruelty were seized or sent up
in the Province, out of which 967 ended in convictions as com-
pared with 1,329 and 1,227 respectively in the year 1929-30.

                                 CHAPTER X.

      ROYAL COMMISSION ON AGRICULTURE.

119. The need of an increase in the subordinate staff is
being keenly felt but considering the present financial position,
there appears to be little chance of employing any extra men in
the near future. As the College has now started, the question of
creating new posts in the subordinate district cadre should
receive serious attention.

As regards research work, the Imperial Council of Agri-
cultural Research has taken up the question in earnest, and it is
expected that something very substantial will be done in this
respect in the Province within the next few years.

                              CHAPTER XI.

                        GENERAL REMARKS.

120. Silo Operations.—Only three pits were filled by some
villagers in the Khurda subdivision. The Subdivisional Officer
deputed an officer for this work.

121. Elephant khedda.—The khedda operations in Angul
being held for the last time out of season, only five elephants were
captured. The establishment was finally abolished and the
veterinary assistant surgeon on deputation as khedda officer
reverted to the department with effect from 1st March 1931.
