raise funds towards the support of a dispensary, specially desirable in a great
cattle country like Purnea. The accounts of most of the dispensaries do not
appear to be as carefully kept as they should be.

6.     Epidemic Disease.—Several cases of glanders were discovered through-
out the mufassal, and it is probable that this disease is far more rife than
the statistics show. The question of adopting means to check it in Calcutta
is under the consideration of Government. There was a severe outbreak of
rinderpest in Birbhum, where 15,626 head of cattle are said to have perished.
The Lieutenant-Governor regrets to learn that the effectual and simple arrange-
ment for the removal of contagious cases from the Calcutta gowkhanas was
rendered inoperative by the action of the officer in charge. The notice of the
Chairman of the Municipality will be drawn to this.

7.     Experiments.—The Lieutenant-Governor has read with interest
Veterinary-Major Raymond's report on inoculation for rinderpest. What
is called the plain serum method is clearly the most suitable, considering the
natural prejudices of the people, and also that the majority are unable to lay
up their bullocks from work for even a short period.

8.    Improvement of stock.—The results attained have not been very encourag-
ing, but the Superintendent is hopeful of the future.

9.    The Lieutenant-Governor thanks Veterinary-Major Raymond for the
care and ability with which he has continued to manage the affairs of the
Department.
