Annual Report of the Civil Veterinary Department,
                               Bengal, for the year 1929-30.

                        Preface and General Administration.

1.    I was in charge of this Department as Director and Veterinary
Adviser to Government throughout the year. I was on tour for 74
days and travelled 9,018 miles by rail, 84 miles by road and 1,080
miles by steamer.

2.     I visited Khulna, Dacca and Darjeeling twice each and
Ranaghat, Bogra, Barisal, Chinsura, Mymensingh, Patharghata and
Khepupara. In June, I visited Simla and attended the inaugural
meeting of the Imperial Council of Agricultural Research. In
December, I attended a meeting of the Board of Agriculture and the
second meeting of the Imperial Council of Agricultural Research at
Pusa.

3.     The scheme for protection with Serum Simultaneous
inoculation against Rinderpest of the cattle of the raiyats in certain
Khas Mahal areas in the Bakarganj district was given effect to in
February last and I personally conducted the operations in
collaboration with the Collector and the Khas Mahal Officers stationed
there. The scheme was successful and 1,243 head of cattle (including
buffaloes) were protected by this method without any fatality. Full
success of this camp was however marred by the fact that the cattle
owners were not all willing to pay for this inoculation, though the
minimum charge covering the cost of serum only was made. The
estimate of the local officers that several thousand of animals would
be brought was not fulfilled. Four Veterinary Assistant Surgeons of
the Bakarganj district were given training in this method of inoculation
in this camp.

It is hoped to popularise this method of inoculation in this Province
by giving small demonstrations in each district year by year as funds
permit. The need for making a charge for it is a great drawback. It
is becoming exceedingly popular in Madras where it is given free.

4.     The examinations of the Bengal Veterinary College were held
in March last, and I attended these examinations and then proceeded
to Madras, where my services were requisitioned to serve as an examiner
at the annual examinations of the Madras Veterinary College, which
were held from the 22nd to the 31st March, 1930.

5.     With the exception of about four months from the 22nd of
August last, during which period he was away on leave for reasons
of health, Rai Sahib Sarat Chandra Paul, Assistant Director, was in
charge of the Western Range throughout the year. He spent 28 days
on tour and travelled 1,974 miles by rail and 57 miles by road. He
was at Rangpur thrice in connection with Serum Simultaneous
inoculation by Goat Virus, Blackleg Aggressin, and Protective Serum
inoculation against Hæmorrhagic Septicæmia of the Government Farm
cattle there. He also visited the Veterinary Hospitals at Midnapore,
Jalpaiguri and Rangpur, attended an outbreak of Glanders at
Jalpaiguri and acted as a Judge in the Cattle Show at Barasat.
