the permanent plans cannot be followed, should be erected. The
Superintendent of the Madras Mental Hospital further states :—

" It must also be pointed out that, while the population of this
hospital is steadily increasing, the staff necessary to meet the additional
work and responsibility has not increased proportionately, although the
Mental Hospital Code allows for this. This is a very serious handicap,
because, with a very limited staff, the patients cannot receive the indivi-
dual attention and care that should be given them and treatment in a
mental hospital depends for its success on the intimate personal relation-
ship of the staff and the patient".

I repeat also the satisfaction I expressed last year with the manage-
ment of all the mental hospitals and especially with that of Madras which
Dr. Hensman has superintended well in spite of the sometimes adverse
conditions.
