3. It is obvious from the figures of statement No. 1 that the asylum population is an
increasing one: this is evident from the 1st of January census, the total treated, and average
daily strength.

Much of this increase is no doubt due to the accumulation of chronic lunatics of the
criminal class, about whose discharge there is a difficulty.

This is shown in the following statement, which gives the statistical history of this class of
lunatics in each asylum for the last five years. The increase over the average strength of
1865-69 is 34.05, which bears a higher ratio to 125.62, the average strength, than the total
corresponding increase of 121.3 does to 652.8, the average strength of five years, namely 27.1
per cent. against 18.5. The increase is most marked in the case of the Dullunda asylum,
though all show it to some extent.
