31. The following table shows the strength of the establishment and the monthly wages
of each member of it as it stood on the 31st December 1871. This statement does not
represent the whole agency employed in asylums, nor the whole cost of that agency, for
servants have been engaged and paid by the industrial fund and by patients' friends who
are not shown in this list, and sums to a considerable amount have been disbursed from the same
fund in the form of gratuities and donations.

32. On a reference from the Magistrate of Dacca it was decided (Bengal Government
letter No. 3830, dated 12th August 1871,) that accused persons detained under observation
to ascertain whether they are sane or not, and accused persons who have been found inca-
pable of making their defence under section 390 of the Criminal Procedure Code
and detained pending a reference to Government, may be lodged in a Lunatic Asylum at
stations where there is such an institution.

Superintendent
cannot perform
function of medi-
cal visitor.

33. A question was also submitted from Dacca regarding the inconvenience occasionally
experienced in the absence of a medical visitor in having the bills of the Asylum passed
and discharging non-criminal lunatics. It was suggested that the Superintendent should,
in the absence of a medical visitor, perform the duties of one. It was ruled (Bengal
Government letter No. 1969, dated 24th June 1871,) that bills should be submitted to, and
audited by, the Deputy Inspector-General of Hospitals, and that such other duties as could
not be transacted by post should stand over until this officer could conveniently visit the
Asylum.
