was constructed, while in 1920 an additional barrack for 24 male patients
was built and the low enclosure wall on the male side raised. The
Berhampore Lunatic Asylum is in need of a cheery and up-to-date hospital
as well as a day-shed for the saner patients. A scheme costing Rs. 1,70,000
was accordingly drawn up last year, but, as the Ranchi scheme is maturing, it
was considered to be unnecessary to proceed with so costly a scheme.

The construction of the following buildings was sanctioned for the new
Observation Ward at Bhawanipur, besides quarters for the staff, an adminis-
trative block and out-houses—one European male ward for 4 patients, one
European female ward for 2 patients, two Indian male wards for 20 and
one Indian female ward for 4 inmates. Provision of one bed in each
ward is also to be made for paying patients.

The Warders' quarters were completed and occupied last year ; the
administrative block, with quarters for the Deputy Superintendent and
Matron on the first floor, the clerk's quarters, ayahs' lobby, servants' quarters,
durwan's lodges, segregation ward and European female ward were in pro-
gress at the end of the year and have since been completed. One of the
Indian male wards, the day-shed for Indian males, the Indian female ward
and bath-room for Indian females are now in progress. There still remain
the following to be taken up—a second ward for Indian males, dining room
and bathing platform for Indian males, kitchen for Indians, lecture-shed, day-
shed for Indian females and the European male ward. The Public Works
Department expect to complete the work by the end of the current official year.

28.    General remarks.—A new form of Descriptive Roll was introduced
in the year 1919. It has proved to be more useful than the old one, but the
information supplied in these rolls is still defective and scanty.

I regret to report that, in spite of repeated instructions issued by
Government to committing officers, the documents that are required to be
forwarded with lunatics, under rule 41 (1) of the Rules relating to Lunatics,
continue to be sent in an incomplete and incorrect state. The Superintendent,
Dacca Lunatic Asylum, reports that nearly 39 per cent. of the documents
were missing or had to be returned for correction last year.

29.    Personal.—The following officers held charge of the Lunatic Asylums
and the temporary Observation Ward during the period under notice :—

Bhawanipur Lunatic Asylum and temporary Observation Ward.—Major
N. H. Hume from 1st January to 21st May 1918, Major A. D. White from
22nd May 1918 to 4th April 1919, Major V. B. Green-Armytage from 5th April
1919 to 3rd June 1920 and Major A. H. Proctor for the remaining period.

Dacca Lunatic Asylum.—Lt.-Col. E. A. R. Newman, C.I.E., throughout
the triennium, except from 22nd April to 16th November 1919, when Major
C. A. Gourlay acted.

Berhampore Lunatic Asylum.—Major (subsequently Lieutenant-Colonel)
O'St. John Moses throughout the period, except from 15th May to 14th April
1918, when Civil Assistant Surgeon Bidhu Bhusan Pal acted.

Insane Ward, Gobra.—Civil Assistant Surgeon Kali Prasanna Banerjee
up to the 23rd February 1920 and then Major D. S. Ollenback, I.M.D.
(retired), till the end of the period.

Lt.-Col. E. A. R. Newman brings to notice the good work and adminis-
trative capacity of first grade Sub-Assistant Surgeon Diges Ranjan Ghose,
Deputy Superintendent, Dacca Lunatic Asylum. The work and capabilities
of Civil Assistant Surgeon Bidhu Bhusan Pal and Major F. E. Night, I.M.D.,
as Deputy Superintendent of the Berhampore Lunatic Asylum are spoken of
in very appreciative terms by Lt.-Col. O'St. John Moses.

Great credit is due to the abovementioned officers, the subordinate and
menial staff for their willing and efficient work during the period under
review.
