14.     Statements Nos. I and II give particulars as to the admissions, dis-
charges, &c.
On the 1st January 1898 the total population numbered 342 ; dur-
ing the year there were 88 admissions, 44 discharges, and 41 deaths, leaving on the
31st December 1898 a total of 345. Of the 88 admissions, 32 were criminal and
56 civil lunatics. Out of the former, one was a lunatic who had previously been
confined under section 466 of the Criminal Procedure Code and after trial was re-
admitted under section 471, Criminal Procedure Code. Of the 9 shown as dis-
charged otherwise, 3 criminal lunatics escaped, 4 civil lunatics were transferred to
the Madras Lunatic Asylum, 1 civil lunatic was transferred from the Civil to the
Criminal register, and 1 criminal confined under section 31, Prisoners Act V of
1871, whose sentence had expired, was transferred to the Civil register.

15.     Statement No. II shows the criminal population. The number of cri-
minal lunatics has increased during the year, the total on the 31st December
having been 173 as compared with 164 on the last day of the previous year. The
daily average strength has also risen from 157.09 to 163.67. The general behavi-
our of the criminals has been on the whole good, though occasional assaults have
occurred. On the 19th of May 1898 lunatic Nga Po Sein committed a violent
assault on another lunatic, No. 57, Nga Maung, by hitting him on the head with a
piece of wood, from the effects of which he subsequently died. Nga Po Sein was
at the time classed as a civil lunatic, his sentence of life imprisonment having
been remitted by the Lieutenant-Governor of Burma on the 22nd June 1897.
He was tried under section 325, Indian Penal Code, and being found incapable of
making his defence, was ordered to be confined in the Asylum under section 466,
Criminal Procedure Code.

16.     The following statement shows the entire population divided into two
