causing his death from shock within a few minutes. Post-mortem
revealed no signs of injury. No implement was used and the act was
too sudden for the keeper-in-charge to control the aggressor.
32. Criminal patient Nga Thein Maung committed suicide by
hanging himself in the bath-room in the early hours of a morning.
The patient was sane and showed no signs of premeditation. There
were no escapes.
33. (b) Minbu.—The construction of the buildings is such that
there are plenty of facilities for concealing articles and for suicidal
hanging, but fortunately there were no cases of escapes or suicide
during the year.
Statement VIII.
34. The total expenditure for the year at both the institutions was
Rs. 4,96,630-0-2 (Rs. 5,02,488-14-3). The decrease
is due in the main to the reduction of the number
of patients in 1935 at the Mental Hospital, Tadagale, as against the
number in 1934.
The average cost per patient at the Mental Hospital, Tadagale, is
Rs. 249 (Rs. 228) per annum, while the average cost per patient at the
Mental Hospital, Minbu was Rs. 137-13-5 (Rs. 120-13-3 and Rs. 162-6-8).
The increase in the rate at the Mental Hospital, Tadagale, is due to the
reduction in the number of inmates while the increase in the rate at the
Mental Hospital, Minbu, is due to the increase in the rate of paddy and
in the pay of the present Sub-Assistant Surgeon.
On the credit side of the finance statement the total for 1935 is
shown as Rs. 4,89,783-3-5 (Rs. 5,00,093-1-8). The decrease being due
to the reduction in the number of inmates in the Mental Hospital,
Tadagale.
Statement IX.
35. The net profit realized during the year on account of manu-
factures in the Mental Hospitals in Burma was
Rs. 8,132-12-6, as against Rs. 21,255-0-11 in 1934
and Rs. 22,596-6-0 in 1933. The marked decrease or reduction may be
attributed to the following :—
(a) The total purchase of twist during the year 1934 amounted to
5,400 lb. and 4,000 lb. during 1935.
(b) Looms were closed for about two months as the required
twist was not available in the market.
(c) The Keepers and other staff of the hospital are usually supplied
with uniform once in eight months. Two supplies were
made in 1934 while one supply was made in 1935.
(d) There was less destruction of clothing by patients during the
year.
(e) The decrease is also due to the reduction in the inmate popu-
lation during the year, as compared with that in 1934.
The Mental Hospital, Minbu, stopped all manufacture under '' cloth "
from the 4th October 1935, since the stock on hand of gauze and
bandage cloth in that hospital was excessive.
