seem to have been viewed with disfavor. The total number vaccinated was 16,757, the percentage of
success in primary cases being 93.37 ; the ratio successfully vaccinated per 1,000 was 29.67. In 1879
there were 2,406 fatal cases of small-pox registered, being at the rate of 4.82 per 1,000.
18. There remain 10 other districts to be briefly noticed, in which vaccination was carried on
by the district members belonging to the special establishment, and to each of which 1 Native Superin-

Although in Delhi, Gurgáon, and Karnál operations were,
no doubt, a good deal impeded in the early part of the working
season by excessive fever prevalence, still the low ratios exhibited
by these districts are mainly due to the strongly antagonistic
spirit displayed by the people : this was especially marked in the
tahsíl of Palwal in the district of Gurgáon. On inspecting the
town of Palwai on the 22nd December, I found that the majority
of the members of the Municipal Committee were, instead of
assisting, actually obstructing the work of vaccination, several
of them (as it was reported by the Native Superintendent) having
offered bribes to the vaccinators, in order that operations might
not be carried out in their respective sections, or mahallas. On
the occasion of my visit, it was with some difficulty I succeeded
in getting a few of these gentlemen to meet me for the purpose of
considering the nature of the objections raised, and of devising
the best measures to be adopted under the circumstances ; while
two of their number, Munshi Gurdiál Singh, and Jehángiri Mal,
absolutely refused to appear at the meeting when the question was being discussed. My stay here
being limited, and finding it impossible to introduce vaccination without assistance from the district
authorities, I addressed a letter to Mr. Roberts, the Deputy Commissioner, on the subject. This officer
shortly after visiting this town in the course of his tour through the district, exerted his best influence
in the matter, and pointing out to the Municipal Committee the shortsightedness of their conduct
succeeded in securing their co-operation. Operations, which had come to a stand still, were then resumed
with fairly satisfactory results ; but it will take years of steady work before vaccination in these parts
can be established on a firm basis. In the tahsíl of Jhaijar, in the Rohtak district, fever prevalence
was so excessive that all attemps to carry on vaccination work had to be given up. Much opposition
continues to be met with in the Karnál district. In the districts of Amritsar, Siálkot, and Gujránwála,
fair progress was made. The total aggregate of operations performed by this portion of the establish-
ment amounted to 59,098, of which, in primary cases, 95.39 per cent. were returned as successful

The number of ope-
rations performed by Municipal vaccinators show a large decrease of 14,651 from that given in previous
year, while the vaccinators fall short by only 4.
In vaccinations effected by vaccinators paid from Local Funds, there is a decrease of 1,927, while
the vaccinators employed exceed by 5 the number in previous year.
There were 29 Hospital Assistants engaged in vaccination work, exceeding by 21 the number so
employed in 1878-79: but there was no corresponding increase in the amount of work done, the increase
in the number vaccinated being only 1,260, and the average number vaccinated by each, 98.13, as against
198.25 of the previous year. Cantonment vaccinations are short by 1,623, the number of vaccinators.
