the Province. But in three districts, viz. Lahore, Amritsar and Jhang,—and
particularly in the important Division of Lahore,—a good deal more inspection
than is possible under the present arrangements seems called for. The
experiment of appointing a special Assistant Surgeon for inspections in Lahore
has not been a success; the Civil Surgeon is unable to go on inspection tours,
and the supervision of vaccination is therefore left to Native Supervisors, who,
experience has shown, are not to be entirely trusted by themselves. As such
Inspectors have proved a success elsewhere and have not given cause to justify
apprehensions that have been entertained, that they would prove useless for the
purposes for which they were intended and would do little but use their oppor-
tunities to harass the people, the question of appointing a Divisional Inspector
for Lahore will again be brought to the notice of the Commissioner, and
with reference to correspondence that has already taken place with him, the
Commissioner will be asked whether the experience already gained will not
induce him to modify the objections he has urged against it, and whether the
difficulty that has been felt in creating the appointment required and providing
the funds necessary for it in the Lahore Division cannot now be removed.

The increase in the total number of vaccinations is satisfactory, particularly
as it. is accompanied by a decrease in the number of re-vaccinations, and a rise in
the percentage of successful re-vaccinations ; this is attributed to the effects of
orders recently issued, and in future care should continue to be taken to prevent
unnecessary re-vaccinations of which the only object may be to swell the operators'
returns In cantonments only is there a falling-off in primary vaccinations and an
increase in re-vaccinations, but this is explained in paragraph 17 of the Report, and
as the figures are small and the percentage of successful re-vaccinations very high,
it does not appear that there has been any want of discretion. It may be hoped
that the attention paid by Dr. Roe to this matter, and the orders which he has
passed introducing a reform in system that seems desirable, will have the good
effects he anticipates.

5. Statement A I has now been prepared according to the directions of
His Honor contained in paragraph 2 of the Review on the Report for the year
1894-95, and it shows clearly at a glance the state of vaccination operations all
over the Province. This is more convenient than the old system of exhibiting
the statistics scattered over different pages.
