that these appointments be made sub. pro-tem so as to enable these officials to
enjoy all the privileges of permanent incumbents in respect to privilege and
other leave. The details of the inspection work by the different officers are
shown in Statement No. V.

Extension of Vaccination
Act.
15. The Vaccination Act was extended to the following places during
the year 1896-97, viz., Mooltan, Jhelum, Pind Dádan Khan,
and Ráwalpindi.
Small-pox diagram.
16. The small-pox diagram is attached to the report. The year was
marked by a most severe and widespread epidemic of small-
pox in the Province. Although in the districts in which
vaccination is more thoroughly carried on, the mortality from small-pox is much
smaller, the excessive death-rate from this disease registered during the year
throughout the Province show that a large number of persons are in an
unprotected state. As ordered by His Honor the Lieutenant-Governor in
paragraph 8 of the Review of the Vaccination Report for 1895-96, the average
annual death-rate per 10,000 of population instead of the average mortality from
small-pox for the previous five years is shown in the diagram.
