Punjab Vaccine
Institute.

16. The Institute supplied vaccine lymph to all the districts in the
Province, to Native States in the Punjab, to the North-West Frontier Province
Jammu and Kashmir States, and Military Medical Officers, etc. The total
number of tubes issued was 33,894 as compared with 31,726 in the previous
year as detailed below—

In addition to this the Vaccine Institute supplied 5,100 capillary, 20
half gramme and 780 gramme tubes to the Military authorities for use out
of India.

Out of the 33,894 tubes issued during 1915-16 results were received in
the case of 30,821 tubes, showing that 961,397 primary and 210,585 re-vaccina-
tions were performed with an insertion success of 96.06 per cent. in primary
and 68.97 per cent. in re-vaccination as against 96.10 and 63.44, respectively,
in the previous year.

Complaints were received from the Karnal District regarding the
inferior quality of the lymph supplied by the Vaccine Institute, Punjab, but a
comparison of the results obtained with the same lymph in other districts
showed that it was capable of giving excellent results if properly used. The
Additional Deputy Sanitary Commissioner was deputed to investigate, he
came to the conclusion that these results were due partly to the deterioration
of the vaccine at the commencement of the season on account of excessive heat
and partly to want of technique and care of lymph on the part of vaccinators.
This, it is hoped, will be obviated in the future when all vaccinators have under-
gone a course of training at the Institute and if vaccination operations are
not commenced earlier than the 1st November.

Training of vaccina-
tors.

17. In accordance with the scheme for the training of vaccinators in
the Punjab, in the technique of vaccination and the principles of elementary
hygiene which was sanctioned by Government, nine classes were held during
the year commencing from 1st November Each course of instruction which
lasted a fortnight was held at the Vaccine Institute, Lahore. The following
detail shows the number of vaccinators trained from districts and the Delhi
Province : —

(1) Lahore, (2) Amritsar, (3) Gurdaspur,
(4) Jullundur, (5) Ferozepore, (6) Hoshiarpur,
(7) Kangra Five vaccinators from each
