which have been given in paragraph 6 of the report. In 21 districts an excess
was recorded in primary vaccination, being most marked in Multan where it
amounted to 7,344. Next to Multan come Kangra with an excess of
4,878, Jhang with an excess of 4,791 and Lyallpur with an excess of 4,686.
On the other hand there was a decrease in 7 districts, those in which it was
marked being Gurdaspur (7,118), Sialkot (4,610) and Lahore (2,278).

In regard to re-vaccination there was an increase in 13 districts and a
decrease in 15 districts. The decrease was most marked in Amritsar (19,359),
Lahore (16,654), Kangra (7,456), and Gujranwala (7,241).

9. The number of persons vaccinated by the district staff in the
triennium under report was 2,501,079 as against 2,404,903 in the preceding
period showing an increase of 96,171.

10. The percentage of success of the operations performed by all
establishments combined was 97.95 in primary vaccinations and 76.18 in
re-vaccinations in 1919-20 against 98.64 and 79.84 in 1918-19 and 98.20 and
76.96 respectively in 1917-18.

11. The successful percentages in primary vaccinations and re-
vaccinations in the case of vaccinators of the district staff were 97.98 and
76.10 respectively in 1919-20, against 98.66 and 79.39 in 1918-19 and 98.25
and 77'16 respectively in 1917-18. The percentage of vaccinations in which
the results were not known to the total number vaccinated in the year under
report was 4. 69 in the case of primary and 17.15 in re-vaccination. The cor-
responding figures for the previous two years, viz., 1918-19 and 1917-18 were
4.53 and 4.80 in the case of primary and 17.82 and 18.71 in that of re-
vaccination.

12. The number of persons successfully vaccinated by the district
staff during the year 1919-20 was at the rate of 37.05 per 1,000 of population
compared with 38.37 in 1918-19 and 33.09 in 1917-18. The average rate
during the triennial period under report was 36.17 as against 35.38 for the
preceding triennium.

13. The special vaccination staff during the triennial period performed
160,822 operations of which 82,996 were primary and 77,825 re-vaccination,
compared with 146,729, namely, 90,254 primary and 56,475 re-vaccination
during the preceding period, showing a decrease of 7,258 in primary and an
increase of 21,351 in re-vaccination. In 1919-20 the total number of vaccina-
tions performed by the special staff was 544,662 of which 253,051 were primary
and 291,611 re-vaccination; the corresponding figures for 1918-19 were
53,123 total operations, 19,490 primary and 33,633 re-vaccination and for
1917-18, 53,233, i.e., 38,201 primary and 15,032 re-vaccination.

The decrease in primary operations performed by the special staff
during the triennium under review is due to the fact that the number of
special staff vaccinators deputed to work in the plains where comparatively
more children are available for vaccination, was smaller than that in the
preceding period also owing to the prevalence of small-pox a larger number
of re-vaccinations had to be performed.

14. The percentage of success of operations performed by the special
staff during the triennium was 97.52 for primary and 78.33 for re-vaccination
compared with 95.43 and 71.18 respectively during the preceding period.
The corresponding figures for each year of the period are as follows :—1917-18,
97.34 and 73.66; 1918-19, 97.92 and 83.98 and 1919-20, 97.31 and 77.36. The
triennial figures are a distinct improvement on those for the previous period,
but the annual figures show a decrease of 0.61 per cent. and 6.62 per cent. in
the primary and re-vaccination success rates as compared with 1918-19.
Figures for re-vaccination are always liable to considerable fluctuation but the
smaller success rate in the case of primary operations is probably due to an
outbreak of epidemic disease in the calves at the Vaccine Institute which
compelled the Institute to work on longer dated stocks than usual.

15. In cantonments which entertain their own vaccinators the total
number of primary operations performed in 1919-20 amounted to 3,544 and
re-vaccination operations to 4,041 compared with 3,261 primary and 14,366 re-
vaccinations in 1918-19 and 3,965 primary and 6,781 re-vaccinations in 1917-18.
