There is an increase of 8,773 in the total number of operations during the
triennial period under report over the figures for the preceding period which
is made up as follows : —A decrease of 1 306 in primary and an increase of 10,079
in re-vaccination. The percentage of success in which the results were known
was 97.91 in primary operations and 69 03 in re-vaccination in 1919-20 compar-
ed with 98.57 and 77.79 in 1918-19 and 98.79 and 79.31 in 1917-18. In the
year 1919-20 the largest number of operations performed were in Ambala
Cantonment 2,777 and Rawalpindi Cantonment 1,876.

16. The total number of operations performed at dispensaries during
the present triennial period was 26,707 as compared with 5,665 in the preceding
period. The number of primary operations performed during 1919-20 was
1,937 and re-vaccination 1,844 while the corresponding figures for 1918-19
were 7,230 and 14,243 and for 1917-1S, 1,280 and 173 The percentage of
success in the case of primary operations during 1919-20 was 93.53 and re-
vaccination 8802 as against 98.77 and 83.21 in 1918-19 and 99.43 and 76.16
in 1917-18.

Inspection Work.

17. When visiting Karnal, Ambala and Simla I inspected 200 children
of whom 150 were primary and 50 re-vaccinated Of these 97.4 and 66.5
were found successful. Lieutenant-Colonel Mackenzie, I.M.S., Deputy Sani-
tary Commissioner, inspected 327 primary and 589 re-vaccinations with
a percentage of success of 79.82 in the former and 62.14 in the latter. He
reports that a large number of unsuccessful cases were inspected in Chamba
(State where the work is performed by local vaccinators who are not trained
in the use of the chloroformed glycerinated vaccine prepared at the Punjab Vac
cine Institute. If the figures of inspection relating to Chamba State are excluded
from the total the percentage of success of primary cases comes to 95.51
which is satisfactory. While at Chamba Lieutenant-Colonel Mackenzie
took the opportunity of going in detail into the arrangements for carrying out
vaccination operations in the State which abuts Dalhousie Cantonment and
suggested to His Highness the Raja of Chamba that the best course would
be to have a systematic and proper vaccination campaign carried out by the
trained Government staff which would be lent free of all charges to the State.
but this suggestion did not meet with His Highness' approval.

Dr. K. A. Rahman, Additional Deputy Sanitary Commissioner, inspected
vaccination in 8 municipal towns and 239 smaller towns and villages. Altogether
3,839 children were inspected of which 3,336 were primary and 503 re-vaccina-
tions giving a success percentage of 90.86 and 37.97 respectively. The results in
the case of primary vaccination in almost all villages inspected by the Addi-
tionl Deputy Sanitary Commissioner were quite satisfactory with the exception
of the Shahpur district where the percentage success fell belo v 83. As regards
re-vaccination the results were not all that could be desired but the number
inspected was comparatively small.

Civil Surgeons and Health Officers inspected 43,901 primary and 22,473
re-vaccinations and report a percentage of success of 95.92 in the former and
77'36 in the latter. Inspections by the Divisional Inspectors of Vaccination
amounted to 131,283 primary and 50,891 re-vaccinations.

The percentages of success found by the Divisional Inspectors were
96.38 in primary and 67.48 in re-vaccinations as compared with 94.96 and
74.25 reported by Superintendents of Vaccination. The rates of success
reported by Vaccinators were 97.95 in primary and 76.10 in re-vaccination as
against 98.64 and 79.72 in 1918-19 and 98.19 and 76.96 in 1917-18.

The average percentage of success in the case of primary operations
performed by the district, cantonment and special vaccination staffs of
which the results were known was 98.26 in the triennium under report as
compared with 96.24 in the preceding period ; in the case of re-vaccination
it was 77.59 as against 71.93.

The percentage of cases of which the results were not known was 4.75
in the case of primary as compared with 4.90 and 17.38 in that of re-vacci-
nation as against 18.06 in the period 1914-17.

Vaccination in
large Native States.

18. The vaccination operations performed in the large Native States
which employ their own vaccinators were as follows:—Patiala, primary 44,799
and re-vaccination 32,902 ; Bahawalpur, 16,772 and 446 ; Kapurthala, 2,242
and 467 ; Jind and Nabha 7,889 and 189, respectively, primary operations only.
