These figures indicate that the potency of the vaccine lymph was
maintained at a high level and they do not call for further comment.

Cost of vaccina-
tion.—Statement II.

11. The total cost of vaccination (including the cost of Punjab Vaccine
Institute) as detailed in the Statement II amounted to Rs. 3,13,759 as com-
pared with Rs. 3,05,328 in the previous year. The increase of Rs. 8,431 is
chiefly due to the pay of the additional vaccinators entertained by local
bodies and increased expenditure on travelling allowance in connection with
epidemics.

Out of the total cost of Rs. 3,13,759 the expenditure incurred by Govern-
ment amounted to Rs. 96,877 as against Rs. 97,672 in the previous year,
whilst the expenditure incurred by district boards on vaccination (Rs. 1,71,813)
exhibited an increase of Rs. 8,423 during the year under report. The sums
expended out of municipal funds and cantonment funds amounted to
Rs. 43,851 and Rs. 3,218 respectively.

tion.—Statement II.

12. The average cost of each successful vaccination works out at
Re. 0-5-0 against Re. 0-5-1 in the preceding year. If, however, the sum of
Rs. 38,184-4-0, which has been credited to Government on account of the
sale of vaccine, is deducted from the total expenditure, the average cost is
reduced to Re. 0-4-5 as against Re. 0-4-3 in the preceding year.

Vaccination in
towns.

13. Out of the 104 Municipal Towns, 109 Small Towns and 25 Notified
Areas in the province, 94 Municipal Towns, 41 Small Towns and 16 Notified
Areas have already adopted the Vaccination Act and, mainly as the result of
the efforts of the Public Health Department, the Act was extended to the
following towns during the year under review :—

The Act, however, requires to be supplemented by regulations to render
it fully operative and it is to be regretted that no rules have yet been framed
under the Act in about 60 towns.
