2.   The returns are, on the whole, very satisfactory. The total number of Vacci-
nations, the percentage of successful cases, and the average number of operations
performed by each Vaccinator, have all increased. The number of Vaccinators paid
by Municipalities and from Local Funds has also increased, though still very much
less than it ought to be.

3.   The attempt made in the Benares Circle to induce Brahmin inoculators to
qualify themselves as Vaccinators, though it failed last year, appears well worthy
of a renewed trial. The greatest opposition to vaccination has proceeded from Benares
and its neighbourhood; and the employment in vaccination of some of those who
have heretofore been employed in spreading inoculation cannot fail to have a good
effect in disarming opposition and overcoming prejudice.

4.   As regards your recommendation in favor of the Deputy Superintendent, Baboo
Bunde-deen, I am to remark that his services in Rohilkund have been very meritorious
but the Lieutenant-Governor is of opinion that they will be most suitably recognized
by presenting him with a sum of Rs. 500, which is sanctioned accordingly.

5.   Your proposal to enlist the services of native practitioners in the cause of
vaccination is deserving of a fair trial; and the grant of Rs. 500 for the purpose is
therefore sanctioned, on the understanding that there is Budget provision to meet it.
Endeavours should also be made through the Commissioners of Divisions and District
Officers to enlist the sympathies and obtain the aid of wealthy and influential native
gentlemen in this matter. With this view District Officers will be requested to take
advantage of the presence of the Superintendent of the Circle in their districts in the
ensuing cold season to call meetings of intelligent and influential natives in convenient
localities, at which the Superintendent could be present and might address them on
the subject. They will also be instructed to encourage Municipal Committees and
wealthy zemindars to employ one or more Vaccinators in their own towns or villages.,
at their own cost, pointing out the great advantages which have already resulted in
several districts from the adoption of this course.

6.   Your proposal to revise the present Vaccine Establishments, and to appoint
a Native Superintendent to every zillah, together with 18 additional Vaccinators, has
this day been recommended to the Supreme Government. The supervision of Ajmere
will, as suggested by you, be made over to the Civil Surgeon of that station, who will
be made ex-officio Superintendent of Vaccination for that Circle, receiving travelling
allowance whenever he visits the interior of the district for purposes of supervision.

7.   Your recommendation that, for the future, a certificate of having been suc-
cessfully vaccinated (in the absence of having had natural or inoculated small-pox)
should be exacted from all candidates for Government employment meets with the ap-
proval of Government, and orders to that effect will be issued.

S. The Lieutenant-Governor fully concurs in the opinion expressed in the 11th
para. of your Report. Now that the Vaccination Establishments in Kumaon and
Gurhwal are sufficient for the requirements of the whole population, inoculation may
be very properly prohibited in that province ; but it will be time enough to enforce a
similar measure elsewhere when Government has not only provided an efficient substi-
tute, but made it easily available for all, and has shown the people so thoroughly the
superiority of vaccination as to induce them voluntarily to adopt it in preference to
inoculation. This has been the result of patient persevering effort in the Kumaon
Division, and there is every reason to hope that similar exertions will eventually
produce similar effects elsewhere.

9. In conclusion, His Honor the Lieutenant-Governor desires me to convey the
thanks of Government to yourself and Drs. Pringle, Watson, and Sutherland, for your
exertions during the year.
