the circles. Nobody can work harder than Dr. Watson himself, the Superintendent, for
he spares himself no labour. But I am of opinion that he errs somewhat in leniency
towards his establishments, not exacting from them, by means of fines, the amount of
work he has a right to expect : this remark more especially applies to the native
superintendents who ought to be made to feel their responsibilities more thoroughly.
Dr. Watson writes :—

"The increase of number of vaccinations has occurred chiefly in the districts of
Cawnpore, Jalaun, Hamírpur, Jhánsi, and Lalitpur, that is to say in the districts
where the vaccinators were old and experienced. In Hamirpur the establishment
was doubled, but fortunately the old local vaccinators who were discharged last year
were on the spot, and were re-entertained. In Banda and Jaunpur where the establish-
ments were also doubled, no old vaccinators were available, and new men had to be
entertained. In these districts the actual numbers have increased, but not nearly
to such an extent as might be expected from a doubled establishment."

At present the Jalaun district owing to the exertions of Colonel Davidson, is by a
long way a-head of all the other districts in the circle.

By calculation, the birth addition of that district is only 16,177, and 15,165 opera-
tions of primary vaccination have been performed, of which 11,634 were successful.

The District of Allahabad does not show to advantage in the returns, but I saw
good work by 16 of the vaccinators.

The following native gentlemen have given great assistance to the vaccinators, and
I have the honour to request that the thanks of Government may be given to them:—

Saiyad Muhammad Ali Naqi, Tahsildar, Mahoba, in Hamirpur.

2.

Ajudhia Parshad „ Kara in Allahabad.

3.

Saiyad Ali Ahmed „ Ghatampur, in Cawnpore.

4.

Munshi Serajuddin „ Derapur ditto.

5.

Muhammad Amir Bakhsh „ Kora, in Fatehpur.

6.

Muhammad Husain Naib „ Kunch in Jalaun.

                                   6.— BENARES CIRCLE.

In this circle there was an increase of 7,441 cases of vaccination—the increase
of vaccinators being five only.

The percentage of success has increased also by 4.79.

This is very satisfactory, and is owing entirely to the excellent supervision of
the Superintendent, Dr. Richardson, and to the aid afforded by his Deputy Super-
intendent (Pandit Bishen Datt) of whose services Richardson speaks in terms of
commendation. As regards the doubts several times expressed by the Government as
to the correctness of the returns of the Robertgunj vaccinator, Dr. Richardson writes
as follows :—

"This season, again, Banga Singh, Government vaccinator, Robertganj, has out-
distanced all others in the amount of work done by him."

"In the beginning of December, I examined most carefully 156 of his cases, com-
paring them with the entries in his registers. I failed to detect a single error. In
March, my deputy similarly examined 178 cases with exactly the same result."

"This vaccinator has so long been regarded with suspicion, which has never been
shown to be well-grounded, that it might be only fair to give him credit for the ex-
cellent work done by him and bestow upon him some mark of approbation. Banga
Singh is an old fashioned Rajput, and perhaps an honorary certificate might be con-
ferred upon him. Something of this nature would be more appreciated than money.
He has declined promotion to the grade of Native Superintendent."
