Increase in expenditure generally.

9. There was thus an increase of expenditure in the year of Rs. 23,886-8-5. The
large increase shown is mainly due to the more or less
incorrect method of debiting the account with the pay
and allowances of Deputy Sanitary Commissioners. The amount of such pay and
allowances fluctuates greatly according to the seniority of the officers in charge. It so
happened that during the past year, all the senior officers drawing maximum pay
were in charge, and the difference between the pay of a junior and a senior officer
amounts to at least Rs. 400 per mensem or Rs. 4,800 per annum. In the previous
year not only were junior officers employed in the department, but for some months of
the year the current duties of the offices were carried on by subordinate officials on
minor allowances. Part of the general increase in expenditure is accounted for by the
greater number of vaccinators employed, and by the inclusion in the account of
allowances, and contingent charges, incurred under the Vaccination Act.

Discrepancies in account.

10. Some difference has hitherto existed in the statement of municipal expendi-
ture returned by Municipalities and as entered in
Annual Statement No. II, owing to the inclusion in
some accounts and exclusion in others of postal,
contingent, and other charges. To avoid discrepancies in the future it has been
arranged to obtain correct statements direct from the Municipalities concerned. Expendi-
ture from Cantonment Fund is entered under the head " Local Fund. "

Average cost of each successful case
of vaccination.

11. In 1892-93, the average cost of each successful case of vaccination was two
annas and seven pies, against two annas and three pies
in 1891-92, two annas and six pies in 1890-91, two
annas and eleven pies in 1889-90, and three annas and one pie in 1888-89. or two annas
and eight pies the average cost of each successful case during the quinquennium.

General operations.

12. There was a total of 1,112,117 persons vaccinated as compared with
1,059,981 in 1891-92, and 989,169 in 1890-91,
or an increase of 11 per cent. in the triennial
period. Successful primary operations numbered 959,128 against 900,731 in 1891-92
and 859,358 in 1890-91, or an increase of 10 per cent. in the three years. The
average number of persons vaccinated by each vaccinator was 1,349, as compared
with 1,376 in 1891-92 and 1,317 in 1890-91, and the total number of persons
successfully vaccinated per 1,000 of population was 20.34, as compared with 19.10
and 19.48 the other years of the triennial period. There has thus been a satisfac-
tory increase of 10 per cent. in successful vaccinations, and a corresponding increase
in the number of persons protected against small-pox during the period. During
the past 10 years the total number of persons primarily vaccinated has increased
from 628,338 to 1,087,755, and the number of successful cases from 565,351
to 945,364 or an increase of 40 per cent. in the number of persons successfully
vaccinated annually.

The following table shows the number of successful primary vaccinations, and the
number of deaths from small-pox in each district of the province for a series of 10
years, from 1883-84 to 1892-93.
