General results of inspection.

11. The Deputy Sanitary Commissioners and District Superintendents of
Vaccination inspected 159,947 operations—150,612
primary and 9,335 secondary—against 172,586 in the
preceding year—showing a decrease of 12,639. The
percentage of inspections to total number vaccinated was 9.58 as regards primary
operations and 9.01 as regards revaccinations, against 10.49 and 5.01 respectively
in the preceding year.

The total number of operations inspected by the Assistant Superintendents
of Vaccination during the year under report was 546,626—506,794 primary and
39,832 revaccination—against 521,776 in the preceding year, showing a satisfac-
tory increase of 24,850. The percentage of inspections to total number of vaccina-
tion was 32.25 as regards primary cases and 38.46 as regards revaccinations—
against 30.41 and 36.85 respectively in 1905-06.

The percentage was highest (92.32) in Naini Tal as regards inspection of
primary cases, as was the case during the last two years, and lowest (19.85) in Morad-
abad. In the latter district the present Assistant Superintendent of Vaccination
being a new man could not perform as much inspection as he should have done.
As regards inspection of revaccinations, the percentage was highest (64.91) in
Almora, as was the case last year, and lowest (.45) in Lucknow. The Assistant
Superintendent of Vaccination in the latter district is an old man about to retire,
and moreover much of his time is taken up in supervising operations at the lymph
depôt in this station.

Bovine lymph depôts.

12. Bovine lymph depôts were maintained at Lucknow and Patwa Dangar
(Naini Tal). The total number of primary operations
performed with pure calf lymph was 18,798 against
18,788 in 1905-06, the percentage of success being 99.10, i.e., exactly the same as
in the preceding year. The numbers of primary and secondary vaccinations
performed with glycerinated lymph were 77,592 and 4,397 as compared with 32,123
and 4,037 respectively in 1905-06. The percentages of success were 91.66 and
50.30 as compared with 91.54 and 55.66 respectively in 1905-06. The numbers
of primary and secondary operations performed with lanoline lymph were 329 and
248—the percentages of success being 94.53 and 81.74 respectively.

The working of the bovine lymph depôt at Patwa Dangar was satisfactory.
The operations had so increased during the year 1905-06 that in G. O. No. 306/
XVI—395B, dated 17th October 1906, Government sanctioned a considerable
increase of the staff, which now is as follows :—

As in past years, some difficulty was experienced in obtaining suitable calves.
At the end of October rinderpest appeared among them. Fortunately all the
lymph required in the districts for starting vaccination had been despatched some
weeks before, but it was necessary to entirely change the herd, and also to destroy
all the stored lymph concerning the source of which the slightest doubt existed.
An unfortunate result was that the contractors who had formerly supplied the
calves were very chary about sending any more. The position for a short time
was disturbing. However, the difficulties were successfully surmounted and the
necessary number of animals secured, though it was found necessary to somewhat
raise the rate of compensation.
