With the call lymph issued during the year 1918-19, 1,272,645 primary
operations and 144,191 re-vaccinations were performed, against 1,564,611 and
100,413, respectively, in 1917-18, showing a decrease of 291,966 as regards primary
operations and an increase of 43,778 as regards re-vaccinations. The returns of
results received in 1918-19 show a success rate of 96.86 per cent. in 834,595
primary operations (excluding unknown cases), against 96.35 in 1917-18. In
95,581 re-vaccinations (excluding unknown cases), the results of which were
received, the percentage of success was 66.19, against 70 35 in 1917-18.

The experiment of vaccinating calves at Lalkua was again carried out
successfully during the year.

The contract for the supply of calves for the year 1918-19 was again held
by contractor Mohammad Neor. On several occasions he failed to supply calves
in time and consequently they had to be obtained by direct purchase or on pay-
ment of hire. It is, therefore, proposed to give the contract during the next
vaccination season to some other contractor.

With effect from 1st November, 1918, the pay of the coolies engaged at the
Dépôt was raised to Rs. 8 per mensem throughout the year instead of for six
months only. The pay of the assistant gwala was also raised from Rs. 8 to Rs. 9
per mensem.

The electric installation at the Dépôt was completed-during the year under
report. Mr. Fluery, the Electrician at the Government House, has, with the
sanction of Government, been put in charge of the installation. He is supposed
to inspect the plant etc., twice a month during the hot weather and once a month
during the cold weather and for this he is paid Rs. 15 per visit. The cold
storage plant did not work owing to the difficulty of obtaining ammonia for use
in the compressor.

The second clerk of the Dépôt having proved himself totally inefficient was
removed and another man appointed in his place. The Head Clerk was also
warned for carelessness.

17. There being a diversity of practice as regards the maintenance and
preparation of combined birth and vaccination regis-
ters, a circular was issued by this office in July 1918,
with a view to secure uniformity and efficiency.

18. The District Superintendents of Vaccination of certain districts again
failed to submit their annual reports and returns
on the due date, in spite of the issue of a fresh
circular on the subject.

Conclusion.

19. The record of work for the year under report is disappointing—the
numbers of operations and inspections having con-
siderably decreased and the expenditure increased,
as compared with the previous year, but this was all due to exceptional circum-
stances, as explained above, which were beyond control.
