Triennial report on Vaccination in the United Provinces of Agra
      and Oudh for the years 1917-18, 1918-19 and 1919-20.

Period covered by the report

This report deals with vaccination during the triennium 1917-18 to 1919-20
but more especially with the work done in 1919-20,
brief notes having been submitted on the work of the
preceding two years.

Area and population.

2. During the triennial period under review the town of Ramnagar com-
prising an area of 4 square miles with a population of
14,017 souls, was under the Proclamation of the Govern-
ment of India in the Foreign and Political Department, dated the 6th August,
1919, transferred from the Benares District to the Benares State—thus reducing
the area and population of the Benares District from 1,007 square miles and
896,344 souls to 1,003 square miles and 882,327 souls, and of the Province from
106,357 square miles and 46,820,556 souls to 106,353 square miles and 46,806,539
souls, respectively.

3. The charge of the office of the Superintendent-General of Vaccination
was held by Lt.-Col. S. A Harriss, I.M.S , from the 1st
April, 1917, to the 25th July, 1917, and on his reversion
to military duty on the latter date by Colonel C.
Mactaggart, C.S.I., C.I.E., M.A., M.B., I.M.S., the then Inspector-General of
Civil Hospitals, United Provinces, in addition to his own duties, from the 26th
July, 1917, to the 30th June, 1919, and by Major C. L. Dunn, I.M.S., from the
1st July, 1919, till the end of the year 1919-20.

Constitution and strength of
the department.

4. I held charge of the IV Range throughout the triennial period, with
the exception of the 20th and 21st March, 1919, on
which dates Major W. Lapsley, I.M.S., was in tem-
porary charge of the Range. I also held collateral
charge of the I Range from the 1st April, 1917, to
the 6th May, 1919, with the exception of the 20th and the 21st March mentioned
above, and of the II Range from the 1st July, 1919, to the close of the triennium.
The charge of the III Range was held by Dr. A. Sousa throughout the triennial
period under review, with the exception of the period from the 8th February
to the 6th May, 1919, during which he was in charge of the II Range. He
also held collateral charge of the II Range from the 1st April, 1917, to the 7th
February, 1919, and of the I Range from the 15th May, 1919, to the close of the
year 1919-20

Major E. Bissett, I.M.S., on his reversion from the Military department
was given charge of the III Range which he held from the 8th February to the
6th May, 1919, and of the I Range from the 7th May to the 14th May, 1919,
when he again reverted to military duty. Major C. L. Dunn, I.M.S., who reverted
from military duty in May, 1919, took over charge of the II Range on the 7th of
that month and held it till the 30th June, 1919, when he assumed charge of the
office of Sanitary Commissioner and Superintendent-General of Vaccination.

The appointment of a first grade assistant superintendent of vaccination
for the Naini Tal District, in place of a second grade assistant superintendent
of vaccination was sanctioned by the Local Government in December, 1916. The
orders of Government having been given effect to during the year 1917-18, the
number of the first, second and third grade assistant superintendents of vaccination
stood at 9, 16 and 24, respectively, during the triennium under report against 8,17
and 24, respectively, in the preceding triennium the total number (49) remaining
unaltered. The number of vaccinators rose from 915 in 1917-18 to 922 in 1918-19
and to 923 in 1919-20.

5. Including the charges on account of the deputy sanitary commissioners
and their establishments, the expenditure of the
Vaccination department amounted to Rs. 2,87,657
and excluding these charges to Rs. 2,51,688 in 1919-20, as compared with
Rs. 2,68,243 and Rs. 2,34,870 in 1918-19 and Rs. 2,46,578 and Rs. 2,19,416 in
