as compared with 97.00 and 65.53 for the last year and 97.40 and 72.50
for the year before last, respectively. The average number of persons vaccinated
by each vaccinator in the three years under report was 1,533, 1,535 and 1,833,
respectively, or an average of 1,634 against 1,805 for the preceding three years.
It will be seen that there was a general decrease under the head "primary vacci-
nations" performed during the triennium under report, as compared with that for
the preceding triennial period but a marked increase under re-vaccinations. The
decrease, as explained in paragraph 4 of the previous year's notes, was mainly due
to the outbreak of influenza in an epidemic form in all the districts of these Pro-
vinces in 1918-19 and its after-effects.

8. In 25 districts out of 48 the number of successful primary vaccinations
performed in 1919-20 exceeded that performed in
1918-19, and in only 3 it exceeded that performed in
the years 1918-19 and 1917-18 ; the remaining districts
showed a great falling off. Among the districts showing an increase, Azamgarh
stands first with an increase of 12,042, followed by Allahabad with 6,046, Aligarh
with 3,558, Agra with 3,058 and Bijnor with 2,593. Of the districts showing a
decline the most conspicuous are Lucknow (7,764), Hamirpur (3,529), Banda
(2,686), Budaun (2,672) and Bahraich (2,348).

The District Superintendent of Vaccination of Lucknow ascribes the
decrease to a smaller number of vaccination operations having been performed in
the Lucknow Cantonment during. the year under report than in the preceding year
due to the stoppage of recruiting work there. It is also due to a larger number
of vaccinations performed in the Lucknow Municipality in 1918-19 on
account of an epidemic of small-pox In Hamirpur the fall is attributed to (1)
decrease in the number of births and high infantile mortality, (2) prevalence of
epidemic diseases and incapacitation of children on account of the after-effects
of such diseases and (3) emigration of poor people from their homes in search
of labour owing to high prices of foodstuff. In Banda and Budaun the low birth
rate is mentioned as the main cause of the decrease. The falling off in Bahraich
is said to be due to low birth rate and the prevalence of influenza and small-pox.

9. The ratio of persons successfully vaccinated by the district vaccination
staff per mille of population in 1919-20 was the same
as in 1918-19, viz., 27.84. It was 33.95 in 1917-18.
Among the districts showing the best protection, Garhwal which occupied the
second position in the list in 1918-19, stood first this year with a ratio of 58.84 and
was followed by Almora, which headed the list last year, with a ratio of 53.37.
