Vaccinations in Political
Agencies.

8.    In the Political Agencies of Kurram and Tochi and in the Sub-
Agency of Chitral there were 3,542 operations per-
formed, against 2,612 in the previous year.

9.    Of these, 3,321 were Primary and 221 were Re-vaccinations,
against 2,519 and 93, respectively, in the previous year.

The percentage of successful cases was also higher, both in Primary
and in Re-vaccinations than in 1904-05.

The best work was done in the Kurram Agency.

Vaccinators employed in
Political Agencies.

10. One vaccinator has been permanently entertained in each of the
Kurram and Tochi Agencies, the vaccinator employed
during six months of the year in the Chitral Sub-Agency
having been temporarily entertained. As these men require a special know-
ledge of the people among whom they work, it is obviously undesirable that
they should be interchangeable with District Vaccinators. I have, therefore,
arranged to place them on a separate list and class them as " Local Vaccina-
tors." They will not then get their promotion from grade to grade in the
ordinary way, but will receive special allowances to compensate them for
this.

I should like to see other Political Agencies on this Frontier introduce
a system of vaccination and propose addressing the Political Agents on the
subject.

Vaccinations in Canton-
ments.

11. In the Cantonment of Peshawar, where the Vaccination
Act is in force, there have been very satisfactory
increases of both Primary and Re-vaccinations as
compared with the previous year, while at Now-
shera Cantonment there has been a marked falling off in Primary Vac-
cinations. Both these cantonments entertain a vaccinator of their own.
The Civil Surgeon, Peshawar, is responsible for vaccine operations in both these
Cantonments and he has recently urged on the Nowshera Cantonment
authorities the advisability of their introducing the Vaccination Act there, as
it has been working successfully in Peshawar for some years.

In the Cantonments of Kohat, Bannu, Dera Ismail Khan, Mardan and
Abbottabad, vaccine operations are performed by the District Staff, Separate
returns have been received from the three first named only, and they show a
very satisfactory increase of both Primary and Re-vaccinations as compared
with the previous year. No operations were performed at the Mardan and
Abbottabad Contonments.

Vaccinations in Foreign
Territory.

12. The vaccinator entertained for the Sherani Country, succeeded
in vaccinating 3,843 persons viz 3,219 Primary and 624
Re-vaccinations. A vaccinator from the Hazára District
performed 1,249 operations (all primary) in the Amb Territory.

Statement No. II.
Cost of the Department.

13. The total cost was Rs. 11,643 against Rs. 11,222 in the preceding
year, the rise being due principally to the addition of
three vaccinators to the Staff of the Hazára District and
to the temporary entertainment of a vaccinator in the Chitral Sub-Agency.

The cost of vaccine operations in the Hazara District rose from
Rs. 1,688 in 1904-05 to Rs. 2,052 in the year under report.

Of the total cost, only Rs. 472 were paid from Imperial Funds against
Rs. 1,454 in the previous year,

There was a slight increase in the amount paid from Provincial Funds.
Local Funds increased their expenditure on vaccine operations by over
Rs. 2,000 while Municipal Funds decreased their expenditure by about
Rs. 700.
