I regret to have to notice a serious falling off in the past as compared with the preceding
year in the number of operations performed by the station vaccinator of 299, the total
number vaccinated in 1863 being 4 74, in 1862, 773. In the latter year 119 cases were
unsuccessful, in the former 103, Thus not only has the number of operations performed
become less, but the proportion of unsuccessful to successful cases has become much greater.
The prejudice of the Hindoo population against the prophylactic is still, I regret to say, as
strong as ever, and to this cause must the vaccinator's want of success be partly ascribed. The
prevailing fever forms a prominent excuse on the part of those of the people who are unwilling
to receive the prophylactic. If an interest were shown by the Magisterial Department in the
spread of the prophylactic, it would, I am sure, be much more favourably received, but from
the reports I receive from the vaccinator I am led to believe that the subordinate officers of
that department are still among the most vigorous opponents of its introduction.

The total number vaccinated during the year ending 31st December 1863 was 162, being an
increase of 3 on that of the previous year. Of these 84 were male, and 78 female children ; 33
were under one year, and 129 above that age. The successful vaccinations have been 145 or
89.5 per cent. on the total number vaccinated. The lymph and vesicles were good. No
cases of small-pox came under observation during the year.
